شهر دانش بنیان: استراتژی توسعه آینده شهر زنجان به عنوان یک شهر پایدار و خلاق (مقاله علمی وزارت علوم)

چکیده
بسیاری از شهرها در حال حاضر در سراسر جهان خود را به عنوان شهرهای دانش بنیان معرفی میکنند و سعی در جذب کسب و کار مبتنی بر دانش و کارکنان مرتبط با آن دارند. دیگر شهرها مشغول طراحی استراتژیها و برنامه هایی برای تبدیل شدن به شهرهای دانش بنیان هستند. به منظور تبدیل شدن به یک شهر دانش بنیان موفق، باید تغییراتی در الگوهای عملکردی و فضایی شهر ایجاد شود. الزامات فضایی مستلزم تغییراتی در کالبد شهری و الزامات عملکردی مستلزم تغییراتی در عملکرد و کاربری های شهری است. شهر زنجان به دلیل قرار گیری در مسیر ارتباطی تهران – تبریز – اروپا، برخوداری از شبکه های ارتباطی بزرگراهی، ریلی ، هوایی و واقع شدن در محدوده شعاع 120 کیلومتری تهران، وجود زیرساخت های صنعتی تجهیز شده در مقیاس ملی و منطقه ای و توان جذب سرریزهای صنعتی تهران، برخورداری از زمینه های مناسب فرهنگی و جاذبه های گردشگری تاریخی، طبیعی و اکوتوریسم و وجود مراکز دانشگاهی متعدد و احراز قطب علمی در رشته فیزیک و ... شرایط لازم برای جذب سرمایه گذاران بخش خصوصی و به خصوص طبقه خلاق شهری را دارد. در این تحقیق دو الگوی کلان برای توسعه آتی شهر زنجان در نظر گرفته شده است که پس از تشریح الگوهای مذکور براساس روش AHP الگوها امتیاز بندی شدند ودر نهایت الگوی مطلوب کلان و پس از آن الگوی توسعه آتی شهر (دانش بنیان ) ارایه شد. بررسی جامع شهر زنجان نشان داد که این شهر شرایط لازم را برای تبدیل شدن به یک شهر دانش بنیان دارا می باشد و باید الزامات فضایی و کارکردی مرتبط با آن فراهم شود.A knowledge city: Strategies for future development of Zanjan as a Sustainable and creative city
Knowledge is the most valuable asset to have an advantage in the knowledge economy. Many cities worldwide present themselves as ‘knowledge cities’ and try to attract knowledge-based businesses and knowledge workers. Other cities are busy designing strategies and plans to become a knowledge city. In order to become a successful knowledge city, it is important to know what the main formal spatial and functional spatial requirements could be. The formal spatial requirements deal with the physical elements of the city. The functional spatial requirements are the amenities and activities that take place. Because of the placement of the communication path Tehran - Tabriz - Europe, a communication network, highway, rail, air and being located within a radius of 120 km from Tehran, industrial infrastructure of national and regional scale and potential industrial overflows Tehran, having relevant aspects of the cultural and historical tourist attractions, natural and ecotourism and numerous academic centers and office Excellence in physics... zanjan has conditions for attracting private investors and the city''s creative class. In this study, two macro patterns for future development of the city is considered, After describing the patterns, they were scored based on AHP model, Finally macro desired pattern, then the pattern of future development (knowledge base) was introduced. A comprehensive review of the city showed this city has necessary conditions of foundation of knowledge city.
