بررسی نقش مدیریت شوراها و دهیاری ها در سکونتگاه های روستایی (مطالعه موردی روستاهای شهرستان شهرضا)

چکیده
مدیریت شوراها در مدیریت شهری و روستایی نقش موثری در توسعه و تعالی مشارکت های اجتماعی ایفا می نمایند. به نظر می رسد بین مهارت ها، وظایف و نقش مدیران شوراها و دهیاری ها در توسعه سکونتگاه ها رابطه معناداری وجود دارد. مدیریت روستایی متشکل از امکانات، شرایط متفاوت طبیعی، انسانی، نهادی، ساختاری و... است بنابراین نمی توان مدیریت روستایی را منحصر به شورای اسلامی و دهیاری نمود. این نوشتار درصدد آن است تا ضمن اینکه جایگاه مدیریت نوین روستایی را در ایران تبین می کند، این موضوع را در محدوده روستاهای شهرستان شهرضا تحلیل نموده و با بررسی فعالیت های انجام گرفته، پس از تأسیس نهادهای شورای اسلامی و دهیاری در ابعاد مهارت ها، وظایف و نقش مدیران شوراها و دهیاری ها در مدیریت روستایی را روشن نماید. به این منظور بررسی از روش پیمایشی و میدانی و جامعه آماری 30000 نفر که بالغ بر 3000 خانوار هستند. تعیین حجم نمونه تحقیق مرکب از 341 نفر می باشند که به طور تصادفی از مردم روستا به عمل آمده است. تجزیه و تحلیل داده ها انجام گرفته و از نرم افزار spss در تحلیل داده ها استفاده شده است. طی این فرایتد ابتدا پرسشنامه ها تهیه گردید و توسط افراد روستا تکمیل شد و نقش و وظایف و مهارت شوراها و دهیاری ها مشخص شد. در انتها جهت تعیین میزان همبستگی از آزمون پیرسون استفاده شد. در کل به این نتیجه رسیدیم که گویه های نقش 792/.، وظایف 803/. و مهارت 694/. مدیران شوراها و دهیاری ها بر روی توسعه سکونتگاه های روستایی شهرستان شهرضا تأثیرگذار است که این تأثیر به ترتیب از نظر پاسخ دهندگان مربوط به وظایف مدیران سپس نقش مدیران و در آخر مهارت های مدیران شوراها و دهیاری ها می باشد.Role management of councils and Village Assmblies on Development of Villages in Shahreza
