چکیده
هدف: تنوع و گسترش مأموریت های نیروی دریایی ارتش جمهوری اسلامی ایران طی چند سال اخیر و حضور مداوم و مستمر ناوگروه های رزمی در آب های جنوب کشور موجب گردیده، احتمال وقوع بحران های گوناگون متصور باشد. لذا مدیریت علمی و صحیح بحران ها و ارائه راه کار به منظور بهبود این فرآیند بسیار حائز اهمیت بوده و منجر به حفظ سرمایه های انسانی و مادی سازمان می گردد. هدف از انجام این تحقیق بهبود فرآیند مدیریت بحران های احتمالی در مأموریت های نیروی دریایی ارتش جمهوری اسلامی ایران در آب های جنوب کشور از طریق کسب آمادگی است روش: تحقیق انجام شده از نوع کاربردی با روش توصیفی و رویکرد آمیخته هست. جامعه آماری این تحقیق شامل دو گروه از خبرگان و کارشناسان شاغل در مناطق جنوبی نیروی دریایی ارتش هستند که به منظور دست یابی به هدف محقق، اثر متغیر مستقل آمادگی، بر متغیر وابسته موردبررسی قرار گرفت. یافته ها: یافته های پژوهش نشان دهنده این است که می توان فرآیند مدیریت بحران های احتمالی در مأموریت های نیروی دریایی ارتش جمهوری اسلامی ایران در آب های جنوب کشور را از طریق شاخص های تعریف شده در مرحله آمادگی، بهبود بخشید. نتیجه گیری: با عنایت به نتایج حاصل از مصاحبه با صاحب نظران و تحلیل پرسشنامه، اکثریت مطلق معتقدند، می توان فرایند مدیریت بحران های احتمالی درمأموریت های نیروی دریایی را از طریق اجرای درست برنامه ها و طرح ها، تمرین های اضطراری، ایجاد و تقویت مراکز عملیات اضطراری، پیش بینی و تأمین خدمات در شرایط بحرانی، تخصص و تجربه مسئولین تصمیم گیر و تصمیم ساز در حوزه بحران، ایجاد و تقویت شبکه ارتباطات، بهبود بخشید.Improving the Management of Possible Crises in the Naval Missions of the Army of the Islamic Republic of Iran through Preparation ( Study Item: Southern Waters)
Purpose thediversity and development of naval missions ofthe Islamic republic of Iran over thelast few years and the continuous and continuous presence ofcombat operations inthe waters south ofthe country pose a possibility of avariety of crises.therefore, scientific and proper management of crises and strategies in order to improve this process is very important and may lead to the preservation ofthe human and material assets of the organization.The aim of this study is to improve the management process of possible crises inthe maritime Navy missions of the Islamic Republic of Iran in the southern waters of the country through preparation. Method theresearch has been done using descriptive method and the approach is mixed.the statistical population of this study consists oftwo groups of experts and experts working in the southern regions of the army,which has been investigated by independent variable readiness on the dependent variable to achieve the researcher 's goal. Findings Findings from the study indicate that the management process can improve the potential of possible crises on the maritime Navy missions of the Islamic republic of Iran through well-defined indices in the preparation phase. Conclusion with regard to the results of the interview with experts from interviewed experts , the absolute majority of experts believe that the management process of crisis management can be improved through proper implementation of programs and plans, emergency exercises, development and strengthening of emergency operations centers, expertise and experience of the decision makers in crisis areas, development and strengthening of the communication network.
