The 21st century, no doubt, witnessed a rapid transformation generally and particularly in Information and Communication Technology (ICT). This has resulted in the emancipation of globalization in the entire world. The primitive ways of disseminating Information and Communication attitudes have been enhanced to a greater extent. Acquiring information has gone electronic whereby one can reach every part of the world to source information from his local point. Teachers and books are no longer the only sources of information. Educational accessibility is now vast the most students are seemingly more informed than their teachers. Currently, education or learnedness has no boundary and as such no apex, all for in the impact of ICT. The present study is meant to deal with the concept of information and communication Technologies (ITC) and sought to examine the important role of it in promotion of religious education. Evaluation of ICT development in Isfahan’s region by Topsis method

Information technology by removing the barriers and omitting geographical boundaries washes out the physical distances and dissolves many problems. But at the same time this concern is existed that information technology causes more separation between social classes and so creates a society that divides into two groups that one group is "possessed" and the other "do not possessed" the technology. Accordingly, one of the main challenging issues that social universe has encountered with, is inequality of information and communication technology indicators among regions, which called "digital gap". In order to achieve standard development and to provide geographical and spatial justice, removing the digital gap between regions, and equal and public accessibility of geographical units must be considered as the main priority of planning in field of ICT. The presented research by purpose of spatial analysis and ranking of counties in Isfahan province tries to improve information and communication technology and reduce digital gap. The research method is descriptive- analytic and for ranking and rate of difference among counties the Topsis algorithm is used. The results show that level of possessing ICT was not equal among counties in a way that counties divided into four groups of very high, medium, low and very low, that only the counties of Isfahan is located in very high group. The dispersal coefficient between counties is 5% that confirms the difference in spatial distribution of indicators. And also there is a direct relationship between development of ICT and population and urbanization percentage, in a way that most of facilities are located in a counties with high percentage of urbanization. At the end some solution is suggested in order to remove the digital gap between counties.
Structural Equation Modeling of Factors Affecting Rural Knowledge-Based Realization (Case Study: Dekhkoda Village of Hamidieh County)(مقاله علمی وزارت علوم)

Purpose: Today, many scholars believe that accelerating the exchange of knowledge and information with emphasis on the central role of knowledge and science is crucial to achieve comprehensive development. In fact, a knowledge-based society is recognized as a paradigm for development. Investing in knowledge-based foundations in the rural areas can also lead the rural community towards the future and play a role in national and international arenas. The purpose of this study is to model structural equations affecting knowledge-based realization in Dehkhoda Village in Hamidieh County. Design/methodology/approach: The design of this study is of applied-theoretical type and adopts a descriptive-analytical research method. Research data were also extracted from library resources and field surveys. For this purpose, by visiting statistical centers and exploring through statistics, a comprehensive dataset was compiled for the research along with a self-administered questionnaire. The population of this study were the residents of Dehkhoda Village inhabiting permanently in this village in 2018 (n=1980). Of this statistical population, a sample size of n=321 was selected using Cochran formula for rural community. Pearson correlation coefficient, single sample T, multivariate regression and path analysis were used to analyze the data and test hypotheses. These tests were performed using SPSS.22 and Amos software. Findings: The results suggested that information and communication technology (ICT), education, management, government agencies and NGOs (as independent variables) were positively and directly related to knowledge-based realization (as dependent variable) in Dehkhoda Village. SEM indicators also exhibited that the model developed in this study is backed up by the research data, with all indicators confirming the utility of the SEM. According to the results of research, it can be argued that public satisfaction with management indicators, government and non-governmental organizations is higher than average, whereas satisfaction with ICT and education is lower than average. Practical implications: Rural knowledge-centeredness requires decentralization, reduction in government tenure, the reinforcement of voluntary and non-voluntary public institutions in villages, the modification of rural management laws and regulations to create and integrate rural management system, the assignment of a large portion of the government's executive duties and responsibilities to rural sheriffdom, and the transfer of facilities and financial resources to it.
Comparison of effectiveness between smart and non-smart school regarding advancing and developing creativity amongst female 3rd grade high-school students of Tehran's District 8(مقاله علمی وزارت علوم)

Abstract Purpose: Smart schools are schools equipped with electronic devices and advanced technology where innovative and new way of learning is taught by processing data and communication within the context of suitable curriculum. Methodology: The basis of current research has been designed to compare the effectiveness of developing creativity between two groups of female high schoolers attending smart schools versus female students attending non-smart schools. Furthermore, all the female subjects were attending 3rd grade which is equivalent of 11th grade students worldwide. The method utilized in this research is the comparison evaluation type. The statistical society of research subjects included female high schoolers of Tehran’s District 8 which encompasses of 10 public schools, 6 non-public or private schools, and one smart high school, with the total population of 1020 in which 300 students were selected by classified random method as the sample group of research. The mentioned random groups were selected from all above-mentioned schools accordingly to their populations. Initially, in order to assess the level of creativity, part A of the Torrance test was given to all subjects at the beginning of the school –year. Part B of the same test was given at the conclusion of the school-year. Finding: The yielding outcome of both tests were analyzed with T test, variance method, and Schaffer's follow-up test final and total assessment and evaluation of all the results a conclusion was reached indicating that the type of smart or non-smart schools had no effect in developing and advancing creativity. Discussion: However, the dual comparison between private and public schools demonstrated a real and factual significant differences with respect to developing creativity. This fact implies that private high schools are more equipped and suited to develop creativity.
The Role of TIC on enhancing E-payment System in the Post Foundation of El Oued(مقاله علمی وزارت علوم)

This study aims to identify the role of information and communication technology in improving electronic payment methods. The descriptive-analytical approach has been applied. We have learned about the concepts of ICT and electronic payment methods and the impact of ICT on these methods. On the applied side, an El Oued was distributed to a staff sample in the Directorate of the Algeria Poste unite of the State of El-Oued and several its postal institutions. The El Oued included two main axes: the first focuses on the reality of ICT in the organization. We discussed the electronic payment methods and the control procedures on their system on the second axis. Also, the challenges and risks which they face, the study revealed a statistically significant relationship between the variable of ICT and the means of electronic payment through the influence of some dimensions in the first axis on the dimensions of the second axis.

The purpose of this study was to design and fit an e-commerce implementation model in knowledge-based companies active in the field of information and communication technology in Tehran province. In this research, the research policy of data foundation theory was used. The statistical population of the qualitative section consists of experts familiar with the subject of research (university professors and experts in the field of study). In order to determine the sample size, a purposeful method was used and until the new concepts were not enumerated, the interview process continued until the 15th person. The statistical population of a small part is all employees of knowledge-based companies active in the field of information and communication technology in Tehran that according to surveys, approximately 21,000 people work in these companies which 378 people were selected as the sample size by racemose or random classification and Morgan table. In this research, two questionnaires have been used to collect the data needed to measure the studied variables. Experts' opinions were used to evaluate the validity of the questionnaire and Cronbach's alpha reliability of 0.87 was obtained. To analyze the data, the grounded theory approach and structural equations have been used and the software is PLS. Findings showed that 81 sub-components constitute the dimensions of the model and the results of model fit also showed that the research model is valid for implementation and according to the analysis, it was found that at the 95% confidence level, all paths are significant, and as a result, the six main dimensions and subcomponents related to the model are approved.
Study of Information and Communication Technology Acceptance Model in Virtual Education among Teachers in Exceptional Schools of Guilan Province
Davies technology acceptance model is one of the simplest and most powerful acceptance review models. The present research has been carried out with the aim of investigating the acceptance model of information and communication technology (ICT) in virtual education from the point of view of teachers of exceptional schools in Guilan province. The research method is quantitative in terms of general approach and descriptive-survey in terms of data collection. The statistical population is 760 teachers of exceptional schools in Guilan province, of which 260 were selected by simple random. A researcher-made questionnaire was designed to collect data. Cronbach's alpha coefficient of 0.75 shows the reliability of the questionnaire in collecting the required data. In order to determine the structural validity and fit of the designed model, confirmatory factor analysis method and structural equation model were also used. The results showed that there is a positive and significant relationship between individual factors, social factors, organizational factors, innovation characteristics, understanding of usefulness, understanding of ease of use, attitude, willingness to use technology and use of technology. Also, the results of the research showed that the variables used in the research were a suitable model for examining the pattern of acceptance of information and communication technologies based on the Davis model of technology acceptance among teachers of exceptional schools in Guilan province. According to the fit indicators obtained in the research, it is recommended to hold in-service classes with higher quality and more organizational support from information and communication technology.
Impact of Information and Communication Technology on Self-directed Learning among Employees at Red Crescent Society of Tehran(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The achievement of organizational goals depends on the ability of employees to perform the assigned tasks and adapt to the changing environment. The implementation of training and improvement of human resources allow people to effectively continue their activities and increase their efficiency in accordance with organizational and environmental changes. The present study aimed to assess the impact of information and communication technology on self-directed learning among Employees at the Red Crescent Society of Tehran. METHODS: This research was applied-descriptive and survey-type. The statistical population of the current research included all 1800 employees at the Red Crescent Society of Tehran. Based on Cochran's formula, 317 subjects were selected by simple random sampling and answered the questionnaires. To check the variables of the research, a 73-item questionnaire was used, which assesses the two variables of information and communication technology and self-directed learning. The validity of the questionnaire was confirmed by experts' opinions, and its reliability was assessed by Cronbach's alpha method. Research hypotheses were tested by structural equation modeling using LISREL software. Confirmatory factor analysis was used to measure the indicators of the questionnaire, and the model of path coefficients and significant coefficients was applied to examine the hypotheses. FINDINGS: The results of the analyses demonstrated that information and communication technology and each dimension of using computers, media (radio and television), the Internet, educational software, and mobile phones had a significant positive effect on self-control, willingness to learn, and self-management among the employees at Red Crescent Society of Tehran. CONCLUSION: In every organization, the management must make sure that the employees recognize the importance of learning since it is a key factor in the success of the organization. It is necessary for the management of every organization to remove mental models and old beliefs and, considering the role of information technology in learning and creating transformations in learning methods, provide the grounds for its application among employees.
بررسی تأثیر استفاده از فناوری اطلاعات و ارتباطات و انرژی های نوظهور در هزینه های سلامت خانوارهای ایران(مقاله علمی وزارت علوم)

هدف از مطالعه حاضر بررسی تأثیر استفاده از فناوری اطلاعات و ارتباطات و انرژی های نوظهور در هزینه های سلامت خانوارهای ایران طی سالهای 1997- 2021 با استفاده از الگوی غیرخطی خود رگرسیون با وقفه های توزیعی است. مطابق نتایج، بر اساس نتایج ARDL وقفه اول هزینه های بهداشت اثر مثبت و معنی دار بر هزینه های بهداشت دوره جاری داشته است. از طرفی فناوری اطلاعات و ارتباطات، انرژی های نوظهور و مصرف انرژی های تجدیدپذیر تاثیر منفی و معنی دار بر هزینه های بهداشت داشته است همچنین متغیر تجارت تأثیر مثبت بر هزینه های سلامت داشته اما معنی دار نمی باشد. بر اساس نتایج کوتاه مدت NARDL، شوک های مثبت متغیرهای فناوری اطلاعات و ارتباطات، مصرف انرژی های تجدیدپذیر و تجارت تأثیر منفی و معنی دار بر هزینه های سلامت داشته و شوک مثبت متغیر انرژی نوظهور تأثیر مثبت اما بی معنی؛ شوک های منفی متغیرهای مصرف انرژی های تجدیدپذیر و تجارت تأثیر مثبت و معنی دار و شوک منفی متغیر انرژی نوظهور تأثیر مثبت و معنی دار و شوک منفی متغیر فناوری اطلاعات نیز تأثیر منفی اما بی معنی بر هزینه های سلامت داشته اند. نتایج برآورد بلندمدت الگوی غیرخطی نیز بیانگر آن بود که شوک های مثبت فناوری اطلاعات و ارتباطات، مصرف انرژی های تجدیدپذیر و تجارت موجب کاهش هزینه های سلامت شده و معنی دار می باشند و تأثیر شوک مثبت متغیر انرژی نوظهور بر هزینه های سلامت مثبت اما بی معنی بوده است. همچنین شوک های منفی متغیرهای انرژی نوظهور، مصرف انرژی های تجدیدپذیر و تجارت تاثیر مثبت و معنی دار و شوک های منفی متغیر فناوری اطلاعات تأثیر مثبت و بی معنی بر هزینه های سلامت داشته اند.
