The Effect of Budget Deficit Shock on Government Spending: An Empirical Case in Indonesia(مقاله علمی وزارت علوم)

This paper aims to investigate the effect of budget deficit shock on government spending in Indonesia. For this propose, this reasearch uses an alternative error correction model based on loss function of government spending. The model assumes the short run disequilibrium, in which shock variables may play an important role. A spesific loss function model is applied to develop the long run government hypothetical model. Using data of the period 1970-2010, the empirical model shows that real GDP, tax revenue and multi period shock of budget deficit are statistically significant in determining the government spending, both for operating and development spending. In other words, this finding also shows the significant impact of unanticipated of budget deficit on the government spending. It implies a weaknes of government finance management, in which government spending has not created new tax sources.

Strategic policy is tantamount to a method for foreign policy analysis. The foreign and strategic policies of Iran have been in line with multilateral cooperation in regional crises. The key indicators of Iran’s policy comprise mechanisms of identity and revolutionary actions in international and regional relations. Iran’s strategic policy has generally been formed on the pillars of multilateral cooperation with regional countries and in line with the unity of the Muslim world. Iran has accepted many of the rules of the Westphalian system, and has therefore based its strategic policy orientation on the doctrine of adaptability to the world order. Iran’s policy of managing regional crises has generally been based on cultural tenets, historical experiences and structural consequences. Each of the latter components has played a crucial role in Iran’s Westphalian order paradigm for protecting the territories of other countries. The experiences gained by Iran during the Holy Defense [Iran-Iraq War] and its acceptance of the United Nations Security Council Resolution 598 are indicative of the fact that Iran has employed pragmatic mechanisms with regard to regional conservative countries. Iran’s nuclear diplomacy can be regarded as another sign of its structural action which aims to deter threats and manage crises. The acceptance of the Joint Comprehensive Plan of Action and Iran’s efforts toward peacemaking in the regional order of the Persian Gulf and Middle East can be considered as actions taken by Iran toward confronting terrorist groups and organizing regional order under such circumstances as violence, crises and chaos.

Model Analysis of Effective Factors on the Implementation of Crisis Management Policies(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Crisis management maintains security, stability, and flexibility in society by integrating different social resources with appropriate decisions and strengthening the ability of the community to recover from the negative impacts. Therefore, the present study aimed to conduct a model analysis of effective factors in implementing crisis management policies. METHODS: The present study is a descriptive survey research with a mixed methods design. A total of 18 experts were non-randomly and purposefully selected for the qualitative section based on expertise and availability. In addition, 248 individuals were selected from managers and experts (658 people) of the National Disaster Management Organization of Iran and partner organizations for the quantitative section based on Krejcie and Morgan Table using Cochran's formula and simple random sampling. The research instrument was a researcher-made questionnaire including 33 factors affecting the implementation of crisis management policy, the content validity of which was confirmed by professors, and its reliability by Cronbach's alpha test (α = 0.89). Data were analyzed using SPSS and AMOS software and the AHP method was used to prioritize the factors. FINDINGS: Findings indicated that 33 components in the form of structural, organizational, environmental, and management factors, as well as financial and human resources, uniform practices, communication, information, and inter-organizational coordination, regulations, and policy implementers successfully affect the implementation of crisis management policies. Structural, organizational, and environmental factors significantly affect the implementation of policies. CONCLUSION: Defining the responsibilities of partner organizations as well as developing transparency and designing specific goals contribute to the successful implementation of crisis management policies.

Social Status of Women in Iran and Turkey (Case Study: Reigns of Reza Shah and Atatürk)(مقاله علمی وزارت علوم)

Developments and accomplishments of the newly founded Republic of Turkey in the first half of the 20 th century had long been the focus of Reza Khan, the Pahlavi ruler of Iran. He considered Atatürk and his actions to be a good model for modern life. After ascending the throne, in parallel with the implementation of Western models, he applied the dominant thinking of Turkey about people’s way of life. Emphasis on the role of women, believing that the backwardness of social organization is the reason for the humiliation of women in the society, was closely pursued by Reza Shah as an important policy and as an ideology of his governance. Among special features and components of women's issues are their presence in the social fields, clothing, health, work and financial independence, and their education, which are addressed comparatively. The main question of this article is that despite the policies of Reza Shah's government regarding women, following the example of Atatürk, what similar achievement was made? If not, what were the reasons for this? The present article tries to identify different aspects of Iran and Turkey by using archival documents, newspapers, written sources, historical researches, and descriptive-analytical methods in examining instances of modernization by imitating Turkey. The result confirms the main point that it is not correct to equate the social modernization activities of Reza Shah and Atatürk. The personality structure, the level of knowledge and awareness, and how the two came to power had a different process, and finally, the society's approach to their position in power was also different. Reza Shah's perspective with Atatürk on women's issues and the actions taken by each of them to change the position of women followed different conditions, reactions, and consequences, which in this article is highlighted using a grounded theory and a background study on issues and finally an appropriate analysis is made based on the author's perception.

Proposing a GT-Based Optimal Policy Model for Cultural Organisations with Structural Analysis at Ministry of Cultural Heritage, Handicrafts, and Tourism in Dimensions of Flexibility, Ethical Appropriateness, and Organisational Benefit(مقاله علمی وزارت علوم)

The grounded theory and structural analysis were employed in this study to propose an optimal policy model for cultural organizations at Iran’s Ministry of Cultural Heritage, Handicrafts, and Tourism in the dimensions of flexibility, ethical appropriateness, and organizational benefit. This is a fundamental study with exploratory research designs. The statistical population of the qualitative section includes all faculty members, professors, and managers, whereas that of the quantitative section includes all the second-rate managers and employees of Iran’s Ministry of Cultural Heritage Data collection tools were interviews and questionnaires. According to the research findings, the optimal policy model for cultural organizations had a positive effect on flexibility. also had a positive effect on ethical appropriateness, through the grounded theory and structural analysis at the Ministry of Cultural Heritage and Tourism. Finally, it had a positive effect on organizational benefit through the grounded theory and structural analysis at the Ministry of Cultural Heritage, Handicrafts, and Tourism.

Policy Dialogue, Collaboration and ICTS A Mobilization Decision Theory Perspective(مقاله علمی وزارت علوم)

The use of ICT to support activities in the policymaking process is on the increase. At the inception of the COVID-19 pandemic, Government agencies around the world relied on ICTs to either remotely support and/or enable policy-making activities. Policy-making activities occur via collaborative processes between interested parties by means of dialogue. Some extant ICTs utilized by government agencies support and enable collaboration and dialogue. However, the decision on what ICT to adopt is not always easy as a result of the failure of some ICTs to support the task they were designed for. As a result due diligence is needed by public service administrators to decide on which ICT to adopt. This implies a decision process required to decide if the public agency will mobilize resources to acquire and implement the ICT. But as most government agencies around the world have adopted ICT to support dialogue and collaborative activities in their policy making decision. This paper provides the result of a study where the mobilization-decision theory was used to analyse and explain reasons why government agencies around the world, aside the pressure from COVID-19, made the decision to mobilize resources to acquire, implement and utilize ICTs for policy dialogue and collaboration.

Developing Sports Diplomacy Paradigm of Foreign Policy in Iran(مقاله علمی وزارت علوم)

Sports diplomacy is regarded as one of the most important communicative components among nations in their international relations. Regarding the mentioned fact, the main objective of this study was to provide a paradigm of sport diplomacy in the foreign policy of Iran. This is a qualitative study with exploratory nature by applying the Strauss and Corbin grounded theory approach. The data collection tool was semi-structured interviews with 14 elites including sports experts and policymakers. Findings demonstrated 133 initial concepts in open coding, reduced into 27 categories, and categorized into six main themes to support the initial development of the model. The results showed that adopting appropriate strategies like managerial evolution, developing indigenous models, national brand-making through sports, educating and empowering human resources, legal and structural development of sports diplomacy, and cultural changes in Iranian professional sports could bring greater consequences that encourage governing bodies to alter attitudes toward the role of sports diplomacy, and to empowers foreign policy for strengthening mutual relations worldwide.

Evidence-based policymaking stands at the forefront of contemporary governance, where data and evidence have emerged as indispensable allies in shaping effective and informed decisions. This article embarks on a comprehensive exploration of the challenges and critical issues encountered when data assumes the role of evidence in policy formulation. The foundation of this investigation is rooted in the extensive body of literature on evidence-based policy-making. We delve into the scholarly discourse, tracing the evolution of policy formulation from relying on intuition to being guided by empirical insights. As we navigate through this intellectual landscape, the crucial role of data as a catalyst for this transformation becomes apparent. Delving deeper, we will explore the intricacies of data and the rise of big data. Once regarded as mere numbers, data now represents the currency of the information age. Its volume, velocity, and variety characterize it, making it a powerful tool for generating evidence and formulating policies. As we explore its features, we uncover the potential of data to unlock unprecedented insights and inform governance with empirical precision. To conduct a comprehensive examination of the difficulties encountered when utilizing data as evidence in policy-making, we employ a rigorous scoping review methodology. Through meticulous screening, we have identified and analyzed 36 exemplary articles that offer invaluable insights into the multifaceted landscape of data-driven governance. These articles provide a comprehensive overview of the challenges, which can be grouped into three distinct clusters: technical challenges arising from data complexities, legal and privacy dilemmas intertwined with governance, and the formidable issues faced by policymakers. Our discussion unravels the intricate web of challenges, ranging from data quality and integration to confidentiality, ethics, and governance issues. We delve into the intricacies of data access, the fight against bias, and the challenges posed by data volume and complexity. Simultaneously, we explore the complex legal landscape of data ownership, security, sharing, and compliance. The challenges policymakers face in fostering data-driven cultures, navigating resource constraints, and communicating data-driven insights are brought to the forefront. In conclusion, our exploration sheds light on the complex challenges and crucial issues that underlie the use of data as evidence in evidence-based policy-making. This research underscores the transformative power of data in governance and emphasizes the challenges and pressing issues associated with using data as evidence in policymaking.

This article seeks to identify and classify the micro factors affecting the implementation of poverty reduction policy in Iran. The existence and spread of poverty in society, in spite of the existent policy programs is the sign of some weaknesses in the executive models of policy. Policy making in the field of poverty reduction theoretically is classified into several categories different factors are involved in the implementation of the policies. In identifying the diverse factors affecting the execution of policies, we finally could achieve the characteristics of policy, formation of policy, layers and levels involved in policy, factors affecting the response of executive factors of policy, inter-organizational relationships, impact of the feedback of the target population, and macro environmental factors which can be classified into policy , institutional, and micro settings.
