چکیده
فساد اداری را می توان با استفاده از واژگان ساده ای تعریف کرد؛ اما واقعاً فساد چیست؟ چه تأثیراتی دارد؟ اگر به این سؤالات پاسخ دهیم در واقع خواهیم توانست راه حلهای مناسبی برای مبارزه با این مشکل بزرگ دنیای مدرن امروز پیدا کنیم. البته بیشتر مشکلات پیچیده، پاسخهای ساده ای دارد که ممکن است به اشتباه نادیده گرفته شود. شاید بتوان فساد اداری را با استفاده از مفاهیم ساده تعریف کرد؛ اما این پایان آسانی، و مشکلات فراوانی پیش رو است. در مفهوم کلی فساد اداری، ثمره بسیار پیچیده ای از ساختار سیاسی و اجتماعی جوامع است. تاکنون تعریفی از فساد را ندیده ام که بتواند تمامی جنبه های آن را در برگیرد. در این مقاله از دید ساختارها و فرایندهای اجتماعی به این پدیده می پردازیم و سعی داریم به دیدگاه روشنی در زمینه عملکرد آن دست یابیم. چنین دیدگاهی نه تنها به ما در رسیدن به درک روشن از فساد کمک می کند بلکه راه های پیشگیری مؤثری به ما ارائه می کند.Corruption, a social process, from part to whole
