چکیده
هدف از این پژوهش، بررسی عوامل زمینه ای مؤثر در وقوع جرایم مهم با تأکید بر ارتشا در کارکنان ناجاست. بدین منظور، ضمن بررسی پرونده های مربوط به ارتشا از سال 1381 تا 1385 با استفاده از روش نمونه گیری تصادفی طبقه ای، تعداد 218 نفر به عنوان نمونه آماری انتخاب گردید و با استفاده از پرسشنامه محقق ساخته اطلاعات لازم از نمونه به دست آمد.. نتایج بیانگر این است که عوامل زمینه ای مؤثر در وقوع جرایم مهم با تأکید بر ارتشا عبارت است از: تفاوت سطح حقوق و مزایا، کم بودن سطح توان مالی و اقتصادی، تورم اقتصادی و مشکلات معیشتی، عدم اجرای دو فریضه شریف امر به معروف و نهی از منکر، سطح توقعات، لوث شدن قبح ارتکاب جرائم مالی ( رشوه )، معاشرت با افراد ناباب و روآوردن به گرفتن رشوه و آلودگی جامعه در ارتکاب این جرم .The consideration of effective ground factors in committing crimes particularly bribery
The aim of this research is to consider effective ground factors in committing critical crimes particularly bribery among police personnel. In order to do so, the bribery complaints between 1381 and 1385 were analyzed through random sampling method, 218 people were selected as samples and the required data was taken out using a questionnaire. The results show that these factors are as follow: the difference in salary, the lack of economic and financial capabilities, the economic inflation and living problems, neglecting the act of vice prevention and virtue promotion, the expectation levels, removing the incidency of committing financial crimes (bribery), relationship with corrupt people and tending to accept bribe and society's corruption in committing this crime.
