چکیده
دگرگونی نظام بین الملل پس از جنگ سرد به طور کلی مفهوم امنیت ملی را دچار دگرگونی نمود. از جمله مهمترین مشخصه های این دگرگونی، نیاز به تعیین جایگاه امنیت زیست محیطی در رویکرد امنیت ملی است. امنیت زیست محیطی با تهدیداتی سروکار دارد که نه تنها نتیجه غیرعمدی فعالیت های اجتماعی و اقتصادی است بلکه در مقایسه با تهدیدات نظامی خیلی کند پیش می رود، بنابر این افق های زمانی برای برنامه ریزی سیاسی لازم به منظور مقابله با آن بی نهایت گسترده است. این مقاله با روش تحلیل محتوا ضمن بررسی مفهوم امنیت ملی و امنیت زیست محیطی به بررسی تفاوت دیدگاه ها نسبت به امنیت زیست محیطی در دوران کنونی و دوران نظام دو قطبی در جهان می پردازد. نتایج حاصله از این پژوهش نشان دهنده آن است که تخریب عوامل زیست محیطی نتیجه نیروهای اقتصادی و اجتماعی غیر شخصی است و تهدیدات حاصله از آن به یک دولت دشمن و یا موجودیت سیاسی مستقل مربوط نمی شود و راه حل های مشارکتی می طلبد.Evolution of the concept of environmental security and security in the 21st century
