چکیده
برمبنای نظریه آشوب ( Chaos Theory ) در درون بی نظمی و آشوب، الگویی از نظم وجود دارد و شهر نیز به عنوان سیستمی پیچیده و آشوبی عمل می کند که با ورود بی ن ظمی و درون آشوب و بی نظمی به دنبال و در تلاش برای دستیابی به نظم جدیدی خواهد بود (تئوری آشوب مناسب سیستم های پیچیده مانند شهر است که با بهره گیری از آشوب و بی نظمی به وجود آمده در جهت خود نظمی و ساماندهی بهره می گیرد). نتیجه شیوع ویروس کرونا یا همان «پدیده کووید-۱۹» نیز به عنوان یک آشوب، بی نظمی و شوک بر تمدن بشری و ایجاد یک وضعیت بیگانه و ناآشنا در شهرهای ما بوده است که برای مقابله با شیوع این بیماری نوپدید و نامعمول، روش های مرسوم و موجود حکمروایی و مدیریتی در شهرهای ما پاسخگو نبوده و بایستی یک نظم نوین شهری (حکمروایی هوشمند) و شیوه های جدید و هدفدار مدیریتی و حکمروایی را بررسی و انتخاب نمود و از آشوب و بی نظمی موجود به سوی خود نظمی و خود سازماندهی و توسعه پایدار معقول در آینده حرکت کرد. در این پژوهش به بررسی و شناسایی دقیق شاخص ها و زیر شاخص های دخیل در نظم نوین شهری یا همان حکمروایی هوشمند شهری و اولویت بندی نقش آن ها در کاهش آثار مخرب کرونا و تأثیرگذاری آن در پیشرفت و توسعه پایدار در شهر سمنان با مدل تحلیل عاملی تأییدی و مدل سازی SEM با AMOS پرداخته می شود و اینکه چگونه می توان «شهروندان هوشمند» را در همراهی کامل با زیرساخت های هوشمند شهری ب ه ی ک فرصت بزرگ در پساکرونا تب دیل نمود. پس از بررسی و شناسایی و اولویت بندی دقیق شاخص ها و زیر شاخص های دخیل در این نظم نوین شهری (حکمروایی هوشمند شهری) به عنوان سبک نوین مدیریت امور شهری در پساکرونا و تحلیل متغیرها، با نمونه 22 نفری متشکل از نخبگان و خبرگان حوزه های مختلف شهرسازی و شهر هوشمند، برنامه ریزی شهری و مدیریت شهری و تکمیل پرسشنامه از شهروندان سمنان که به تعداد پرسشنامه اولیه ای به تعداد 38 نف ر به صورت آزمایشی در بین آن ها توزیع شد و اعتبار و پایایی پرسشنامه تأیید و سپس پرسشنامه اص لی ک ه براس اس حجم نمون ه در دسترس شامل 721 نفر بود توزیع و پس از تحلیل آن به بررسی و اولویت بندی متغیرهای حکمروایی هوشمند با استفاده از تحلیل عاملی اکتشافی در نرم افزار آماری پرداخته شد و سپس مؤلفه های مستخرج، نام گذاری شدند. در مرحله بعد با استفاده از تحلیل عاملی تأییدی در AMOS ، اعتبار سازه ای تحقیق، مورد آزمون قرار گرفت و رابطه آماری بین متغیرها با شاخص های آن، تأیید شد. در الگوی نهایی تحقیق، با استفاده از آزمون های برازش مدل، روابط بین متغیرها و اثرگذاری متغیرهای مستقل و وابسته تأیید شدند. بر اساس نتایج تحقیق، «شهروندان هوشمند و زیرساخت های هوشمند» با اهمیت ترین و تأثیرگذارترین متغیر حکمروایی هوشمند شهر سمنان خواهد بود و جایگاه بعدی به ترتیب با اقتصاد هوشمند، زندگی هوشمند، تحرک و پویایی هوشمند و محیط زیست هوشمند نیز در رتبه های بعدی ارزش گذاری شدند. یافته های تحقیق حاکی از آن هستند که اهمیت شاخص شهروند هوشمند با 239/32 درصد واریانس تبیین شده نسبت به دیگر عامل ها چشمگیر تر است و پیش نیاز نظم نوین شهری سمنان یا همان حکمروایی هوشمند «شهروند هوشمند» است. «شهروندان هوشمند سمنانی» مقدمه ای برای رسیدن به حکمروایی هوشمند در سمنان خواهند بود. هوشمند شدن شهروندان سمنان نیاز به آموزش، زیرساخت ها و برنامه ریزی های هدف دار دارد. برای دستیابی به حکمروایی هوشمند سمنان، باید از همان ابتدا روی شهروندان سرمایه گذاری کرد؛ به آنها آموزش داد و با آگاهی، فرهنگ سازی و ایجاد زیر ساخت ها و تشویق شهروندان به استفاده از خدمات و دانستن فناوری های روز، باعث توسعه و تعالی پایدار و معقول شهر شد.The Role of Smart Urban Governance in the Post-Corona Period for the Purpose of Sustainable Urban Development and Excellence with Exploratory-Confirmatory Factor Analysis Model and SEM Modeling with AMOS (Case Study: Semnan City)
According to the chaos theory, there is a pattern of order within disorder and chaos. The city also acts as a complex and chaotic system that will try to achieve a new order with the arrival of disorder. "Covid-19 phenomenon" can also be considered as a chaos, disorder and shock on human civilization and creating an alien and unfamiliar situation in cities. In order to deal with this new and unusual virus, the conventional and existing methods of governance and management in our cities will not work, and a new urban order (smart governance) and new and targeted methods of management and governance should be examined and selected. The existing chaos and disorder should be moved towards self-order, self-organization, sustainable and reasonable development and excellence in the future. In the present study, to examine and identify the indicators and sub-indicators involved in the new urban order or smart urban governance and prioritize their role in reducing the harmful effects of Corona and its impact on progress, sustainable development and excellence in the city of Semnan with a confirmatory factor analysis model and SEM modeling is done with AMOS. It is also possible to turn "smart citizens" into a big opportunity in the post-corona era, along with smart urban infrastructure. After identifying and prioritizing the indicators and sub-indicators involved in this new urban order, a sample of 22 people including elites and experts in various fields of urban planning and smart city, urban planning and urban management was selected. A number of 38 questionnaires were also distributed among the residents of Semnan in order to confirm the validity and reliability of the questionnaire. Then, based on the sample size, the main questionnaire was delivered to 721 people. After analyzing the questionnaires, the smart governance variables were examined and prioritized using exploratory factor analysis in statistical software. Then, the extracted components were named and in the next step, the structural validity of the research was tested using confirmatory factor analysis in AMOS. The statistical relationship between the variables and its indicators was confirmed. In the final model of the research, using model fit tests, the relationships between variables and the influence of independent and dependent variables were confirmed. Based on the results, "smart citizens and smart infrastructure" will be the most important and influential variable of smart governance in Semnan city. The next positions will be for smart economy, smart life, smart mobility and smart environment, respectively. The findings indicate that the importance of the smart citizen index with 32.239% of explained variance is more significant than other factors. "Smart Citizens of Semnan" will be the first factor to achieving smart governance in Semnan. Making citizens smarter requires education, infrastructure and targeted planning. To achieve intelligent governance, people must be educated. By raising awareness, building culture, and creating infrastructures and encouraging citizens to use services and know modern technologies, it will cause sustainable and reasonable development and excellence of the city.
