چکیده
نرخ سریع توسعه شهرها باعث ایجاد تغییراتی گسترده در الگوی کاربری اراضی پیرامون شهرها شده است و این اثرات ناشی از توسعه شهر و شهرنشینی در کشورهای درحال توسعه و توسعه یافته قابل مشاهده می باشد. درایران به عنوان یک کشور درحال توسعه نرخ رشد بسیارزیاد بوده و به دنبال آن تغییرات گسترده ای درزمینه تغییرات اراضی رخ داده است.شناخت روند تغییرات کاربری زمین و عوامل مؤثر برآن می تواندبه شناسایی مشکلات و فهم هر چه بهتر مسائل شهری کمک کند و به عنوان ابزاری در اختیار مدیران و برنامه ریزان شهری برای پیش بینی روندآتی رشد و توسعه شهرها قرارگیردو مدیریتی کارا ب رای ش هرها به دنبال داشته باشد. یکی از چالش برانگیزترین مسائل ایران درسال های اخیر تغییرکاربری زمین شهری است که اگر این تغییرات به صورت کنترل نشده انجام پذیرد اثرات جبران ناپذیری رابه دنبال خواهدداشت. با توجه به گسترش این تغییرات طراحی و برنامه ریزی شهری با استفاده از آزمون و خطا و بررسی ها انجام شده همواره باید در پی تطبیق خود با شرایط فعلی و آتی باشند و نیازمند تجدید نظرات در استاندارهای پیشین هستند. به همین علت امروزه بحث برنامه ریزی انعطاف پذیر مطرح شده و موردتوجه قرارگرفته است تا بتواند آثار مطلوب تری نسبت به گذشته را در پی داشته باشد. بیشترین تغییرکاربری صورت گرفته در اراضی شهرها، مرتبط با تبدیل کاربری زمین های کشاورزی به کاربری های شهری است که موجب ناپایداری بیشتر شهرها می شود ،این امر ناشی از ارزش افزوده تغییرکاربری در فضاهای شهری می باشد. شهرداری ها با در دست داشتن ابزارهای کنترل نقش بسیار مؤثری در حفاظت از اراضی طبیعی موجود دارندو با استفاده از ابزارهای کنترلگرایانه خود می توانند جلوی تغییرات کاربری های زمین های طبیعی به دیگرکاربری ها را بگیرند.Effects of land use change on land use planning Effects of land use change on land use planning
