Dynamic Poverty Analysis in Rural Areas of Iran(مقاله علمی وزارت علوم)

Purpose - With increasing governmental revenue and budgets, their responsibility for community development and growth has increased. The first step to policy-making in order to attain the desired welfare levels is identify and measure the related indicators such as poverty in the best possible way. In Iran, most of conducted poverty surveys due to the lack of panel data cannot decompose households to transient and chronic poverty group. In this situation, the Synthetic panel data is a useful and new approach to estimates of poverty mobility in countries with only cross-sectional statistics. Therefore, based on this method we calculated the poverty dynamic of rural areas in Iran. Design/methodology/approach - The present study, initially calculates the absolute poverty line of rural areas in Iran in 2012, 2015 and 2016, and then calculates the status of mobility of poverty during those years based on Synthetic panel data approach. Finding- The results of the estimation of probability functions for studying poverty dynamics indicated that in rural areas of Iran there was a kind of state dependence in poverty. According to the results, there is a dependency state in the rural poverty situation, where more than 86% of the households who were poor in 2016 were also poor (non-poor) during the first period (2012 or 2015) and only with the probability of less than 14% of the poor (non-poor) households during the past years was in the non-poor (poor) state.

Analysis of the Effects of Housing Quality on Health (Physical and Mental) of Villagers (Case Study: Villages of Shandiz District in Binaloud County)(مقاله علمی وزارت علوم)

Purpose - Quality and living conditions of humans are heavily reliant on their housing. A suitable shelter will prevent illness and damage to a large extent and plays a crucial role in promoting people's mental and physical condition. This study seeks to analyze and evaluate the effects of improving the quality of housing on promoting the physical and mental health of villagers. Design/methodology/approach - This is an applied research that adopts a descriptive-analytical method. The main data collection instrument is a questionnaire. The studied area is Shandiz district in Binalud town, Khorasan Razavi Province. The statistical population of this research consists of 11 villages, which according to 2017 Census accommodated 5921 households. The sample size was estimated at n=190 using the Cochran formula with an error of 0.07%. Data gathering tool comprised interview, field questionnaire and observation. The questionnaire items were designed based on a Likert scale. For the analysis of data, descriptive and inferential statistics (Pearson correlation test, single sample t-test and regression) were used in the SPSS software. The villages were ranked by WASPAS analysis (the weighing in WASPAS analysis is based on entropy). Findings - The results of Pearson correlation test showed that the quantitative (0.549), physical (0.513), the socio-cultural (0.505), and the environmental (0.522) dimension were significantly correlated with mental- psychological health. With regard to the physical health, there was only a direct and weak relationship with the physical dimensions (0.149). As for the health variable, the quantitative (0.651), physical (0.623), socio-cultural (0.605) and environmental (0.596) dimensions had a strong direct relationship, meaning that as dimensions of the quality of housing improves, the health of villagers is affected and their physical and mental health is promoted. The results of pathway analysis showed that among independent variables (quantitative, physical, socio-cultural and environmental variables) the quantitative dimension had the highest effect on dependent variable (physical and mental health) with a value of 0.564. Practical implications - According to the results, improving the quality of housing will promote the mental and psychologic health of villagers. Originality/value - Selecting a suitable rural housing model can definitely yield positive outcomes for promotion of health standards both in physical and mental dimensions.

Studying the Development of Rural Areas in Kohgiluyeh and Boyer-Ahmad Province Using PROMETHEE Method(مقاله علمی وزارت علوم)

Purpose- The cities of Kohgiluyeh and Boyer-Ahmad province are in a deplorable condition in terms of rural development indices. The proper planning for optimal allocation of resources requires the analysis of development indices in the province, so that we can attain balanced and exhaustive development by capitalizing on existing forces and capacities of the cities to bring about prosperity and happiness for all people. In the present study, in order to identify the current status of development in the province and its rural areas, we have used eight effective criteria and 40 items (sub-criteria) to identify and classify rural areas in this city and rural areas. Design/methodology/approach- This is a descriptive-analytical study with an applied approach that adopts a regional approach to the geographical area. In order to model the level of development, according to the goals of the research, the development indices of the province were collected based on library resources. After identifying and reviewing the study indices, the weight of each index was determined based on the mathematical models used in the PROMETHEE decision making method. Finally, the results were entered in GIS software and the output maps were drawn. Findings- The results suggest that Boyer-Ahmad city with the highest net output flow is highly developed, followed by Basht and Lande cities. Originality /Value- This paper is categorized as new rural studies as it investigates 602 villages in Kohgiluyeh and Boyer-Ahmad province using a PROMETHEE decision-making method. The results of this study can have many implications for rural planning researchers.

Spatial Analysis of the Indicators of Rural Eco-resorts (Case Study: Sari County, Iran)(مقاله علمی وزارت علوم)

Purpose: The development of eco-resorts is important for accommodation of domestic and foreign tourists, so their quality of indicators should be improved, regardless of its economic approach.  The purpose of this study is to spatially analyze the status of rural eco-resorts in Sari, so the present study seeks to answer these key questions: 1- What is the current status of rural eco-resorts indicators? 2- What is the level of the studied villages in terms of eco-resorts indicators? Methodology: The current study is descriptive-analytical and applied in terms of approach and aim, respectively.  Documentary and field study methods were used to obtain the required data.  The statistical population of this study consists of two groups, the first group, included experts in tourism who were selected with census method, and consequently, 15 people in total. The second group included tourists who have stayed in these eco-resorts. According to the Cochran's formula, with an error value of 0.07, 181 questionnaires were completed randomly. In order to analyze the data, descriptive statistics (mean, standard deviation and variance), inferential (one-sample t-test) and VIKOR method were used. Findings/results: Findings of the study showed that based on the significance level of the one-sample test, there is a significant relationship and difference between 7 indicators of the research. Late Letkan & Late Leteka, Tapurestan and Miansheh ranked first to third, and eco-resorts in Mah Joon (Q = 0.785), Senam and Saray Khan (Q = 0.828) had the lowest ranks. Therefore, it can be said that the resorts, which are at an acceptable level in terms of the studied indicators, have appropriate facilities and services in eco-resorts.

An Overview on Success of the LEADER Approach in European Countries(مقاله علمی وزارت علوم)

Purpose- This study aimed at identifying the successful aspects of the LEADER Approach in European countries. Design/methodology/approach- The methodology in this study is a systematic overview. The statistical population of the present research consisted of 30 scientific articles on the LEADER Approach published in different journals during 2000-2017. Findings- The results showed the success cases (items) of the LEADER Approach in European countries can be defined in four general categories contains: economic, social, environmental, and management dimensions. Moreover, among the successes of the LEADER Approach, the economic dimension with a rate of 38.4% has the highest percentage relative to the other dimensions. One factor behind the success of the LEADER to European countries, which is an important guide for rural development programs in Asian countries including Iran, is a very important issue of networking in the rural development process, which has recently been intensely debated in the discussions of academic and executive development spheres in the EU countries. However, the effects of LEADER vary from region to region, so any generalizations between regions are likely to be unreliable. Therefore, it is still difficult to judge its true impact on rural development. Originality/Value- The LEADER Program is one of the performed programs being implemented by European Union countries in the new vision of rural development planning. When the European Union started its new program with a completely new approach, there were a lot of skeptics against the initiative based on local development. LEADER has often been praised as a successful approach to rural development, although its implementation is not without scholarly critiques.

Assessment of areas vulnerable to natural hazards (Case study: Rural areas CountyAzna)(مقاله پژوهشی وزارت بهداشت)

BACKGROUND: Rural areas, usually when compared to other natural events, have the greatest vulnerability of human settlements. The aim of this study was to evaluate natural hazards as earthquakes, landslides, floods and identify high-risk zone in relation to the rural areas of the central township of Azna County, Iran. METHODS: Topographic and geology maps, elevation digital model, and seismic and meteorological data along with field studies to investigate the location of villages in terms of natural hazards of earthquakes, landslides, and flood were used. Then, effective factors were identified in each of the hazards, and grouped in separate layers. The Arc GIS software was used to develop and integrate maps; AHP model and paired comparison method were used to weight effective factors in expecting any of the natural hazards, and to compare the criteria one by one; fuzzy logic model was used to standardize the layers in Arc GIS software; and the overlay model index was used to integrate final layers of natural hazards and determine high-risk zones. RESULTS: 49 percent of villages in privacy due to the major and minor faults were in the zone of high earthquake risk. The risk of landslides in areas where rural areas were based, due to the low gradient very low and only 10% of the villages are at risk of landslides. 14% of the villages in the privacy due to the major rivers, flood risk and the risk of flooding is very high. Prioritization of rural areas in terms of natural hazards by using AHP model shows that the 8 villages were located in high-risk areas. CONCLUSION: Providing maps of potential natural hazards can be helpful in crisis management and identification of the high-risk settlements.

The role of environmental capabilities in rural tourism in northern Tehran

Today, the residents of urban areas try to spend some time in the natural quiet, original and intact environments to escape from the various types of environmental pollution that threatens them. Therefore, tourism is one of the phenomena that has affected the rural areas and especially the summer villages of Tehran in recent decades. The purpose of this study was to investigate the process of emergence and identification of environmental factors in the development of tourism around metropolis of Tehran. The method of this research is descriptive-analytical. For information gathering, field surveys (questionnaires) were used and 100 households were interviewed. The results show that the tourism of the studied villages dates back to the decades 1991s and 80s, so that in the 2001s, it had a growing trend, and a meaningful relationship between natural and human factors in the formation of this industry has existed. According to the findings of the research, it is suggested to identify the effects and environmental factors in the development of tourism structures in rural areas.

Rural migration crisis is one of the most challenging problems in the socio-economic space of Iran. In this study, the fuzzy approach is applied to examine the effects of some variables like poverty, rural unemployment rate, the rural Gini coefficient, urban to rural wage ratio, drought situation and literacy rate on migration. In order to find the appropriate model, the Tanaka and FLSR fuzzy regression approaches are compared. Providing a Flexible Conceptual Framework to Define “Second Home”: A Systematic Review(مقاله علمی وزارت علوم)

Purpose - Although second home ownership is a growing phenomenon and a common lifestyle in most parts of the world, especially in rural areas, there is still no specific conceptual classification to define this phenomenon in the theoretical literature. Due to the complexity and variety of second homes; many definitions, terms and conceptual features have been mentioned regarding this fuzzy concept, increasing the conceptual disturbances in this field even more. To fill this gap, this research aims to provide a flexible conceptual framework to define “second home” through a systematic review of various sources.Design/methodology/approach - In this research, by conducting a systematic review process, 75 international articles were identified for study. Then, the conceptual framework of second homes was formulated in the form of categories, subcategories and conceptual codes using the content analysis method.Findings - The results show that, in total, six categories, including physical characteristics, the pattern of expansion and tenure, spatial characteristics, sensory-emotional characteristics, socioeconomic characteristics and usage characteristics form the “second home” conceptual framework. In this framework, the conceptual categories are stable and repeatable in all contexts, while the conceptual codes are fluid and adaptable in geographical and temporal situations.Originality/value - So far, no systematic review has been done to reduce the conceptual dispersion in the second home literature. The proposed framework highlights two characteristics of fluidity and stability, which help to disambiguate the “second home” concept and it is a suitable alternative for numerous definitions and different conceptual features of the second home. The results of this research can aid scholars in clarifying the second home concept and applying it in different contexts.
