Studying the Development of Rural Areas in Kohgiluyeh and Boyer-Ahmad Province Using PROMETHEE Method(مقاله علمی وزارت علوم)

Purpose- The cities of Kohgiluyeh and Boyer-Ahmad province are in a deplorable condition in terms of rural development indices. The proper planning for optimal allocation of resources requires the analysis of development indices in the province, so that we can attain balanced and exhaustive development by capitalizing on existing forces and capacities of the cities to bring about prosperity and happiness for all people. In the present study, in order to identify the current status of development in the province and its rural areas, we have used eight effective criteria and 40 items (sub-criteria) to identify and classify rural areas in this city and rural areas. Design/methodology/approach- This is a descriptive-analytical study with an applied approach that adopts a regional approach to the geographical area. In order to model the level of development, according to the goals of the research, the development indices of the province were collected based on library resources. After identifying and reviewing the study indices, the weight of each index was determined based on the mathematical models used in the PROMETHEE decision making method. Finally, the results were entered in GIS software and the output maps were drawn. Findings- The results suggest that Boyer-Ahmad city with the highest net output flow is highly developed, followed by Basht and Lande cities. Originality /Value- This paper is categorized as new rural studies as it investigates 602 villages in Kohgiluyeh and Boyer-Ahmad province using a PROMETHEE decision-making method. The results of this study can have many implications for rural planning researchers.

University Website Quality Improvement Using Intuitionistic Fuzzy Preference Ranking Model

Website is the first interaction tool between user and organization in every online business. The basic goal of every website is to provide information through its content. Nowadays, website content is considered to be a strategic issue for online businesses which will contribute to user attraction and retention. In this paper a soft decision making approach is taken towards the website content selection problem. To tackle this problem, a multi criteria decision making algorithm is proposed based on PROMETHEE outranking methodology. To overcome the shortening of this methodology facing the inherent uncertainty in decision problems, a new method is developed, where the characteristics of the alternatives are represented by intuitionistic fuzzy sets. Finally, a numerical example for content selection of Iranian universities’ website is given to illustrate application of the intuitionistic fuzzy PROMETHEE method. The outcome shows the effectiveness of intuitionistic fuzzy PROMETHEE in accommodating the imprecise information in comparison with fuzzy PROMETHEE and original PROMETHEE.

Optimal Site Selection of Relief Centers Using Geospatial Information System and Multi-Criteria Decision-Making Methods in Urmia(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Pre-crisis planning is one of the important issues facing managers and planners, especially in the field of crisis management. In recent years, the world has faced an increasing number of natural and man-made disasters, such as earthquakes. Moreover, the growing effect of disasters on communities has highlighted the need for efficient and effective emergency logistics operations in this field, and some criteria are provided for decision-making and prioritization of relief centers in crisis situations. METHODS: In the current research, Analytic Network Process (ANP) and PROMETHEE (Preference Ranking Organization Method for Enriching Evaluations) methods were used for analysis and ranking, and construction cost and usage time indicators were considered for the first time. Criteria were also defined and evaluated as layers according to global standards and crisis management criteria in the region. In addition, geographic information systems and experts' opinions were used to evaluate the indicators. FINDINGS: Due to the higher weight value, safety (0.36), usage time (0.24), as well as concentration and coverage level (0.22) received priority for the selection of the most optimal relief sites in crisis situations. Therefore, centers, such as Amini Stadium and Golestan Park, which had a lower performance status in terms of the mentioned indicators, compared to other options, were placed in a lower rank in the final ranking, in comparison with other centers. CONCLUSION: The indicators identified in order of importance were security, time of use, concentration and coverage level, and compatible access. In the end, Takhti Stadium, Saat Park, and Rajaei Stadium received priority for the establishment of relief centers in terms of performance and the weight value of the mentioned indicators in time of crisis.
