Purpose- This study aimed at identifying the successful aspects of the LEADER Approach in European countries. Design/methodology/approach- The methodology in this study is a systematic overview. The statistical population of the present research consisted of 30 scientific articles on the LEADER Approach published in different journals during 2000-2017. Findings- The results showed the success cases (items) of the LEADER Approach in European countries can be defined in four general categories contains: economic, social, environmental, and management dimensions. Moreover, among the successes of the LEADER Approach, the economic dimension with a rate of 38.4% has the highest percentage relative to the other dimensions. One factor behind the success of the LEADER to European countries, which is an important guide for rural development programs in Asian countries including Iran, is a very important issue of networking in the rural development process, which has recently been intensely debated in the discussions of academic and executive development spheres in the EU countries. However, the effects of LEADER vary from region to region, so any generalizations between regions are likely to be unreliable. Therefore, it is still difficult to judge its true impact on rural development. Originality/Value- The LEADER Program is one of the performed programs being implemented by European Union countries in the new vision of rural development planning. When the European Union started its new program with a completely new approach, there were a lot of skeptics against the initiative based on local development. LEADER has often been praised as a successful approach to rural development, although its implementation is not without scholarly critiques.
The Role of Science and Technology Diplomacy in Preventing Nuclear Proliferation (A Case Study: EU and Kazakhstan)(مقاله علمی وزارت علوم)

Science and technology diplomacy has been considered as one of the influential tools in the international arena by many countries and even trade and political unions. The European Union has also implemented various programs with Central Asian countries. The research question is what are the goals and objectives of EU science and technology diplomacy in Kazakhstan? The results show that EU scientific diplomacy is pursued in two forms: scientific diplomacy based on technology and scientific diplomacy based on the humanities in Central Asia. For example, 4 to 7-year programs have been implemented in Central Asian countries, such as Kazakhstan include biology, genomics and biotechnology for health, information technologies, nanotechnology, knowledge-based multifunctional materials and new manufacturing processes and tools, air and space, food quality and safety. The main focus of the program is on Kazakhstan. The main objectives of these programs appear to monitor the country's nuclear activities with the aim of preventing nuclear proliferation via support from the model of neoliberal economic development, increase the capacity of civil society, and support the soft power of the union. This research will use descriptive-analytical methods and second-hand data collection.
The British Self and Continental Other: The Question of British National Identity in the 2016 Referendum(مقاله علمی وزارت علوم)

The UK’s departure from the EU is a pivotal moment in the history of Europe. The United Kingdom and the European Union has a longstanding relationship going back to 1973; however, against all expectations, in a referendum on June 23, 2016, the British people voted to leave the EU. According to the referendum result, more than 51.9% of the voters voted to leave. There is a hypothesis that British national identity can be the source of UK hostility to European integration. The main question to be posed here is that, how the unique formation of British identity drove the majority of people to vote in favour of leaving the EU in the 2016 referendum. In order to achieve this objective, Social Identity Theory has been applied as the main theoretical framework. Moreover, this study employed a qualitative methodology, and data was gathered from the existing survey polls such as Ipsos MORI, Eurobarometer and British Social Attitudes (BSA) surveys. The findings of this paper indicated that British identity has not been Europeanised as much as other European countries yet, and Britain’s weak sense of European identity was a key contributor to the Brexit vote.

Afghanistan is confronting the complexity of security and development challenges for the last several years, and that is affecting the Afghan’s lives and livelihood. Over the past years, it has continuously increased, and due to lack of security as well as the country has faced several incidents after 2014. The war created several problems, and there are major challenges by the Taliban, ISIS, and other critical terrorisation. The study aims to define a system approach that how a fragile system operates and functions. Afghanistan emerges as an example of a fragile state which can be explained through the concept of system approach. The article also looks at the concept of system approach and method takes the case study of Afghanistan to demonstrate the perils of a fragile state since 2014 following international military drawdown. Besides, it also looks at how the EU is responding to these challenges as part of its security and development strategy towards Afghanistan. Concluding remarks observed that a fragile system lacks developments and economic growth which consequences in displacement, emigration and instability in the country consequential in the community or the case of Afghanistan tribal warfare. In past overs years, the EU contributes its development and humanitarian aid to Afghanistan, which is bringing a significant change.
Transatlantic Relations and its Impact on the EU's strategic Autonomy Towards Iran(مقاله علمی وزارت علوم)

The present study seeks to answer the question, of why the EU despite its political will to expand relations with Iran and its efforts, in particular, to maintain the Joint Comprehensive Plan of Action (JCPOA) within the framework of the designed mechanisms, failed to exercise its strategic independence and fulfill its obligations within JCPOA? The findings show that the lack of European strategic independence is due to its transatlantic dependence on three levels: Institutional security deficit, Asymmetric interdependence in the economic sphere, and the preferences of European transnational corporations concerning US markets. At the level of the institutional security deficit, Given the United States security umbrella and the lack of military-defense independence, the European Union is forced to adjust its approaches to US interests and goals. At the economic level, the interdependence of economic, trade, and highly intertwined transatlantic investment interactions and the asymmetry of this relationship (US strategic economic superiority) has severely limited the possibility of EU economic action independence. The methodology of this research is descriptive-analytical and the method of data collection in the library. In this regard, books, articles, documents, Internet resources, and comments of relevant officials have been used to collect data.

This article examines the impact of European Union's (EU) Counter-Terrorism Strategy on European security, considering recent developments and challenges. This investigation seeks to answer two pivotal questions: (1) How do varying counter-terrorism approaches impact the effectiveness of European security measures against terrorist threats? (2) How does cooperation or divergence in counter-terrorism strategies influence Europe's broader security environment? The research explores key developments in European counter-terrorism cooperation and analyzes the effects of regional cooperation on European security dynamics, drawing on empirical evidence from recent terrorist attacks and counter-terrorism operations. Findings emphasize the need for a comprehensive and coordinated European counter-terrorism strategy, which addresses immediate security concerns and long-term drivers of radicalization and extremism. The research utilizes the method of Library Resources and Documentary Research, analyzing existing literature, academic publications, reports, and relevant documents related to counter-terrorism strategies, European security, and the interplay between terrorism and counter-terrorism in the region. The article also presents a theoretical framework of institutional cooperation to understand the implications of counter-terrorism strategies on European security. It highlights the significance of intelligence sharing, legal harmonization, capacity-building, and addressing challenges within regional and international collaborations.
The Effect of Normative and Cognitive Ideas on the Foreign Policy (Case study: European Union and the Iran’s Nuclear Program)(مقاله علمی وزارت علوم)

Normative and Cognitive Ideas has a great effect on the Foreign Policy. In fact, today the most international relations theories and models- in contrast to traditional theories such as realism- believe that states decide according to numerous and different factors including normative and cognitive ideas, procedures, meanings, and interpretations of ideas. Normative and cognitive ideas define a situation's interpretation. In this framework, considering the international position of the European Union as a great power and its role in international issues and crises, this article analysis its normative and cognitive Ideas in response to the Iranian nuclear program. This research endeavor to answer the question that what is the role of the normative and cognitive ideas of the European Union in dealing with the Iranian nuclear crisis? The article hypothesizes that the EU's response to crises and intergovernmental convergence over international crises like the Iran nuclear issue is sourced out of a single interpretation by normative and cognitive ideas of EU member states.
