تبیین الزامات راهبردی در حکمرانی توسعه سواحل مکران (مقاله علمی وزارت علوم)

چکیده
توسعه سواحل مکران یکی از حوزه های منطقه ای توسعه دریامحور در اقتصاد ایران است که کیفیت حکمرانی این مهم می تواند عوامل و پیامدهای اقتصادی، فرهنگی، سیاسی و امنیتی در سطوح ملی، منطقه ای و جهانی را دربرگیرد. هدف پژوهش حاضر، ارائه الگوی حکمرانی مبتنی بر تحلیل و استخراج یک شبکه مفهومی برآمده از مصاحبه های نخبگانی است که ابعاد و مؤلفه های آن مشخص می گردد. به این ترتیب که الزامات راهبردی در حکمرانی توسعه سواحل مکران چیست؟ این بررسی با استفاده از روش کیفی تحلیل مضمون از نوع اکتشافی و اطلاعات گردآوری شده از نوع کتابخانه ای انجام شده است. در این روش 293 مورد کدگذاری باز صورت گرفت که از آن 16 مضمون سازمان دهنده و 6 مضمون فراگیر (وحدت رویه راهبردی و نهادی، توسعه سبز و اقتصادی چندمحصولی، آینده نگری و اتکاء به صنایع دانش بنیان، تناسب با سیاست خارجی و امنیت ملی، مشارکت مردمی و سکونت خانوادگی، فرهنگ سازی و مدیریت سرمایه انسانی) حاصل شد. درنهایت، الگوی پیشنهادی برای حکمرانی توسعه سواحل مکران نشان داد که ماهیت بین المللی این پروژه، متکی به یک اقتصاد منطقه ای چندمحصولی با محوریت بخش خصوصی و مشارکت مردمی است و تصویری از توسعه پایدار و دانش بنیان است که اثرهای جانبی مثبتی در ابعاد فرهنگی و اجتماعی محلی و ملی خواهد داشت.Explaining the strategic requirements in the governance of Makran coastal development
The development of Makran coasts is one of the regional areas of sea-based development in the Iranian economy, and the quality of governance of this issue can include economic, cultural, political, and security factors and consequences at the national, regional, and global levels. The aim of the present study is to present a governance model based on the analysis and extraction of a conceptual network derived from elite interviews, whose dimensions and components are determined. So, what are the strategic requirements for governing the development of the Makran coast? This study was conducted using a qualitative method of exploratory thematic analysis and library-based data collection. In this method, 293 open-coded items were used, from which 16 organizing themes and 6 overarching themes (unity of strategic and institutional procedures, green development and multi-product economy, foresight and reliance on knowledge-based industries, compatibility with foreign policy and national security, public participation and family residence, culture building and human capital management) were obtained. Finally, the proposed model for governance of Makran coastal development showed that the international nature of this project relies on a multi-product regional economy centered on the private sector and public participation, and is an image of sustainable and knowledge-based development that will have positive side effects in local and national cultural and social dimensions.
