مبانی فکری مقام معظم رهبری در مشروعیت مؤلفه های اصلی نظام سیاسی (مقاله علمی وزارت علوم)

چکیده
یکی از چالش های کلیدی در باب مشروعیت نظام سیاسی، به مبانی مطرح شده از سوی دانشمندان در این خصوص مرتبط است. این سؤال ذیل نظریات مقام معظم رهبری به عنوان یکی از اندیشمندان سیاسی معاصر نیز مطرح است که، مبانی ایشان در این حوزه، چه مؤلفه هایی را در بر گرفته و در کنار آن بر پایه استناد به کدام منبع فقهی بیان شده است. این پژوهش با روش توصیفی تحلیلی، مبانی فکری ایشان را ذیل سه مؤلفه اصلیِ مدل، ساختار و عملکرد کارگزاران نظام سیاسی قابل تجمیع می داند. مبانی فکری ایشان در تحقق مدل نظام سیاسی، اجتهاد پویا و فقه نظام ساز را شامل می شود؛ که پس از ارائه الگوی نظام مشروع توسط فقه، لزوم نفی طاغوت و مشروعیت کنشگری مردم را نیز با خود به همراه دارد. در ذیل مشروعیت ساختار نظام سیاسی، ولایت فقیه رکن اصیل نظام سیاسی و عامل مشروعیت دیگر ارکان نظام است. مؤلفه عملکرد کارگزاران نیز دارای سه مبنا و ضابطه وجوب حفظ نظام، عدالت گرایی و کارآمدی در راستای مشروعیت بخشی به عملکرد کارگزاران محسوب می شود.The Supreme Leader's Intellectual Principles on the Legitimacy of the Main Components of the Political System
One of the key challenges regarding the legitimacy of the political system is related to the principles proposed by scholars in the field. This issue occurs also under the theories of the Supreme Leader as one of the contemporary political thinkers. This research, using a descriptive-analytical method, considers his intellectual principles to be summarized under the three main components of the model, structure, and function of the agents of the political system. His intellectual principles in realizing the model of the political system include dynamic ijtihad and system-building jurisprudence; which, after presenting the model of the legitimate system through jurisprudence, also entails the necessity of negating the tyrant and the legitimacy of people's activism. Under the legitimacy of the structure of the political system, the guardianship of the jurist is the main pillar and the source for legitimacy of other pillars of the system. The component of the performance of the agents also has three bases and criteria: the obligation to maintain the system, justice, and efficiency.
