حکمرانی و هوش مصنوعی: روایت علم سنجی از دو داستان در هم تنیده (مقاله علمی وزارت علوم)

چکیده
هوش مصنوعی، به عنوان یکی از فناوری های تحول آفرین، تأثیرات عمیقی بر جوامع و نظام های حکمرانی دارد و این تاثیر در دو حوزه اصلی «حکمرانی هوش مصنوعی» و «کاربرد هوش مصنوعی در حکمرانی» مورد مطالعه قرار می گیرد. این پژوهش با هدف بررسی پیوند دوسویه میان این دو مفهوم و تبیین شباهت ها، تفاوت ها و هم افزایی های میان آن ها، از تحلیل علم سنجی و ابزار Bibliometrix در محیط R استفاده کرده است. داده ها از پایگاه "وب آو ساینس" گردآوری و تحلیل شده اند تا روندهای موضوعی، خوشه های مفهومی و نقاط تمرکز کلیدی در هر دو محور شناسایی شوند. یافته ها نشان می دهد که اخلاق، حکمرانی داده و تنظیم گری مسئولانه، نقاط مشترک کلیدی میان این دو حوزه هستند. در محور حکمرانی هوش مصنوعی، بر چالش های نظارتی نظیر کاهش سوگیری های الگوریتمی، شفافیت و پاسخگویی تمرکز شده است، در حالی که محور کاربرد هوش مصنوعی در حکمرانی بر بهینه سازی خدمات عمومی، تصمیم گیری داده محور و تقویت شفافیت نظام های دولتی تأکید دارد. این پژوهش نشان می دهد که هوش مصنوعی و حکمرانی پیوندهای عمیقی با یکدیگر دارند و مطالعه ارتباط آن ها می تواند دلالتهای سیاستی و پژوهشی قابل توجهی داشته باشد.Governance and Artificial Intelligence: A Scientometric Narrative of Two Interwoven Stories
Artificial intelligence, as a transformative technology, profoundly impacts societies and governance systems. This influence is studied in two main domains: AI governance and the application of AI in governance. This research aims to explore the bidirectional relationship between these two concepts and to elucidate their similarities, differences, and synergies through a scientometric analysis using the Bibliometrix tool in the R environment. Data were collected from the Web of Science database and analyzed to identify thematic trends, conceptual clusters, and key focal points in both domains. The findings indicate that ethics, data governance, and responsible regulation are critical shared themes between the two areas. AI governance primarily focuses on regulatory challenges such as mitigating algorithmic biases, ensuring transparency, and enhancing accountability. Meanwhile, the application of AI in governance emphasizes optimizing public services, data-driven decision-making, and increasing transparency in government systems. This study highlights the deep interconnections between AI and governance, suggesting significant policy and research implications in this evolving landscape.
