چکیده
در دنیای جهانی شده ی امروز،کلان شهرها به عنوان یکی از بازیگران نظام بین الملل در کنار دولت ها و... به نقش-آفرینی و برقراری تعاملات بین المللی می پردازند. همچنین به عنوان بزرگترین مجموعه های انسانی، سهم به سزایی در گسترش و بهره برداری از «دیپلماسی شهری» دارند. رسالت دیپلماسی در دنیای امروز دیگر صرفاً تلاش برای جلوگیری از مخاصمات و برقراری صلح میان دولت ها نمی باشد. بلکه اهداف و کارکردهای مطلوب دیپلماسی از دایره امنیت و سیاست فراتر رفته و به حوزه های اقتصادی، اجتماعی، فرهنگی و رسانه ای وارد شده است. با توجه به موارد مذکور این پرسش مطرح می باشد که فرآیند شکل گیری دیپلماسی شهری در روابط بین المللی چگونه است؟ این پژوهش به روش تحقیق کیفی و از طریق مصاحبه با 22 نفر خبره ی مدیریت شهری و شهرداری های کلان شهر تبریز به روش گلوله برفی در سال 1401 انجام گرفته است. هدف مقاله حاضر فرآیند شکل گیری دیپلماسی شهری در روابط بین المللی است. تحلیل یافته ها نشان داد: بر اساس روش «تحلیل مضمون» حاصل از مصاحبه، از بین284 کد اولیه، 45 کد طبقه بندی شده،17 مضمون فرعی و شش مضمون اصلی شناسایی شد. این شش مضمون شامل مؤلفه های اصلی دیپلماسی شهری 1. فرهنگی 2. رسانه ای 3. علمی-آموزشی 4. ورزشی 5. گردشگری و 6. دینی هستند که شاخص های آنها به عنوان عناصر دیپلماسی شهری کلان شهر تبریز شناسایی شدند. در نتیجه، عناصر شناسایی شده عمده ترین فرآیند شکل گیری دیپلماسی شهری را تشکیل داده و تداوم و همزمانی آنها منجر به توسعه دیپلماسی شهری کلان شهر تبریز با سایر شهرهای جهان به ویژه شهرهای خواهرخوانده می شود.The Process of City Diplomacy Formation in International Relations; Case Study: Tabriz Metropolis
As one of the actors of the international system, cities, along with governments, international organizations, multinational corporations, etc., contribute to international interactions in today's globalized world. Metropolises, as the largest human groups, also play a major role in the development and exploitation of “urban diplomacy”. The objective of contemporary diplomacy extends beyond merely preventing conflicts and fostering peace among governments. The objectives and functions of diplomacy have transcended security and politics, extending into the economic, social, cultural, and media domains. Accordingly, the main question of this study was as follows: what is the procedure for urban diplomacy formation in international relations? In this qualitative study, 22 urban management experts and managers of Tabriz municipalities of Tabriz in 2022 were selected as the participants through snowball sampling; then the necessary data were obtained through interviews with the participants. This study aimed to address the procedure of urban diplomacy formation in international relations. The thematic analysis of the data obtained from the interviews revealed 284 primary codes, 45 classified codes, 17 sub-themes, and six main themes. These six main themes account for the main components of urban diplomacy, including culture, media, education, sports, tourism, and religion. The identified elements represent the core process of urban diplomacy formation as a framework, and their continuity and simultaneity foster the development of diplomatic relations between Tabriz and other cities around the world, particularly sister cities.As one of the actors of the international system, cities, along with governments, international organizations, multinational corporations, etc., contribute to international interactions in today's globalized world.
