طراحی، اعتبارسنجی و تحلیل مدل کارکردی نهادهای میانجی نوآوری؛ مطالعه موردی پارک های علم و فناوری ایران (مقاله علمی وزارت علوم)

چکیده
نهادهای میانجی، یکی از بازیگران مهم نظام ملی نوآوری به شمار می آیند که با انجام مأموریت ها و وظایف متعدد، فرآیند نوآوری در زمینه های مختلف را تسهیل می کنند. پژوهش حاضر با هدف نشان دادن ترکیب کیفی یافته های مطالعات قبلی و ارائه طبقه بندی جامع از کارکردهای سازمان های واسطه ای انجام گرفته است. در این مطالعه با بررسی عمیق بیش از 50 مقاله در مورد مبانی نظری موضوع از طریق روش کیفی فراترکیب، چهارچوبی منتخب از کارکردها شامل 5 کارکرد و 31 فعالیت شناسایی و ارائه شده است. اعتبارسنجی این چارچوب از طریق خبرگان حوزه سیاست علم و فناوری و جامعیت آن با انجام 6 مطالعه موردی بر انواع مختلف نهادهای واسطه ای در نظام ملی نوآوری تأیید شده است. سپس با استفاده از روش آنتروپی شانون به تعیین ضریب اثر کارکردها و فعالیت های شناسایی شده پرداخته شد. کارکردها در پنج دسته کلی شامل میانجیگری و پیوند دهنده، ارائه دهنده دانش و اطلاعات، شبکه سازی و پل ارتباطی، ارائه دهنده خدمات فناوری و نوآورانه، شناسایی و تأمین منابع و بازار طبقه بندی شدند. بر اساس چهارچوب ارائه شده در این پژوهش،کارکردهای میانجیگری و پیوند دهنده و ارائه دهنده خدمات فناوری و نوآورانه با وزن 0.23، و فعالیت های واسطه گری فناوری، تفسیر انتظارات و تقاضا با وزن 0.064 و تسهیل ایجاد، مدیریت و ترکیب شبکه ها با وزن 0.059 به ترتیب بیشترین تاثیر و اولویت را در عملکرد نهادهای واسطه ای دارا هستند و لذا توجه بیشتر به تقویت فعالیت ها و کارکردهای دارای اولویت برای نهادهای واسطه ای، پیشنهاد می شود.Proposing, Validating and Analyzing the Functional Model for Innovation Intermediaries: Case Study of Iranian Science and Technology Parks
Intermediary organizations are amongst key players in the national innovation system which facilitate the process of innovation in various fields by carrying out various functions and coordinate interactions between different actors of this system. Existing theoretical background stated different functions and roles for innovation intermediaries, resulting in relatively extensive literature in this area. This study aims to show the qualitative synthesis of the findings of previous studies and to propose a comprehensive classification for the functions of intermediary organizations. This paper, with an in-depth review of more than 50 papers and adapting a qualitative approach, identifies and presents a framework for intermediary’s functions which includes 5 main functions and 31 activities. The framework encompasses five general categories: Mediating and Linking, Knowledge and Information Provider, Bridging and Networking, Technological and Innovative Service Provider, Identification and Provide Resource and market. The framework is validated by S&T policy making experts and conducting six case studies on different types of intermediary organization in the national innovation system. Finally, the Shannon entropy method was used to determine the coefficients of effect the identified functions, which “technological and innovative service provider” and “Mediating and Linking” functions, “technological intermediation and demand articulation” and “facilitating the creation, management, and integration of networks” activities have the most impact, respectively.
