چکیده
هدف: در دنیای امروز که فاصله عرضه کننده کالا و خدمت از متقاضی آن روزبه روز بیشتر و پیچیده تر می شود؛ پلتفرم ها به بهتر انجام شدن این جریان کمک می کنند. مباحث پیچیده موجود در حکمرانی دولت و اداره جامعه، نقشی کلیدی است که دولت می تواند میان متقاضیان و عرضه کنندگان خدمات دولتی و عمومی بازی کند. همچنین دولت می تواند به سهولت، عدم ازدحام، امنیت و ضخامتِ بازار میان عرضه کنندگان و متقاضیان خدمات و کالاهای دولتی، بسیار کمک کند. پژوهش پیشِ رو به دنبال پیشنهاد چارچوب مفهومی از ایده دولت پلتفرمی است که می تواند بسیاری از چالش ها و کاستی های شناسایی شده دولت مدرن را پاسخگو باشد. همچنین در این پژوهش سعی شده است با مطالعه و نقد تعاریف متعدد ایده دولت پلتفرمی، تعریفِ جامعی از این مفهوم که دربرگیرنده تمامی ویژگی های آن است، بیان شود. طراحی/ روش شناسی/ رویکرد: به منظور نیل به اهداف و تحلیل یافته های پژوهش از روش دلالت پژوهی استفاده شده که در این روش از سهم یاری های نظریه اقتصاد اشتراکی به مثابه منبع اخذ دلالت، رهنمودهای اولیه ای برای اثبات کارآمدی این ایده (دولت پلتفرمی)، احصاء شده است. همچنین به منظور گردآوری اطلاعات و سهم یاری ها از مفهوم اقتصاد اشتراکی از روش مطالعه کتابخانه ای و اسنادی بهره گیری شده است. جامعه نمونه مطالعاتی پژوهش حاضر شامل تمامی گزارش ها، اسناد، مقالات علمی و کتاب های تالیف شده فارسی و لاتین، در حوزه اقتصاد اشتراکی و دولت پلتفرمی از سال 2015 به بعد است. یافته های پژوهش: نتایج پژوهش نشان می دهد که دولت پلتفرمی می تواند جایگزین مناسبی برای دولت مدرن در تمام نظام مسائلی باشد که اکنون دولت مدرن با آن مواجه است. همچنین رویکرد دولت پلتفرمی برای حکومت هایی مانند جمهوری اسلامی ایران که مردم پایه است، می تواند قالب مناسبی جهت رشد و تکامل این ویژگی باشد. پیامدهای عملی: از جمله اصلی ترین پیامد عملی ایده های این پژوهش، می توان به گسترش توانایی حکمرانی خوب در کشور و بهره مندی حداکثری همه آحاد جامعه از خدمات و مزایای دولتی به نحو آسان و یکسان اشاره کرد. ابتکار یا ارزش مقاله: مهم ترین ابتکار این پژوهش، دلالت یابی از مفهوم اقتصاد اشتراکی به منظور موفیقت دولت پلتفرمی است؛ همچنین می توان گفت ارائه مختصات جدید برای مفهوم دولت پلتفرمی با توجه به پژوهش های صورت گرفته در این حوزه از جمله مهم ترین ارزش های مقاله پیشِ رو است. نوع مقاله: مقاله پژوهشیمتن
The Transition from Modern Government to Platform Government: A signification_research Study Based on the Concepts of Sharing Economy
Purpose: In today's world, where the distance between the supplier of goods and services and the applicant is becoming more and more complicated; Platforms help make this flow better. The complex issues in government governance and community administration are key roles that government can play among the demanders and providers of government and public services. Also, the government can greatly contribute to the ease, lack of crowding, security and thickness of the market between suppliers and applicants of government services and goods. The leading research seeks to propose a conceptual framework of the idea of a platform government that can answer many of the identified challenges and shortcomings of the modern government. Also, in this research, it has been tried to express a comprehensive definition of this concept that includes all its features by studying and criticizing the many definitions of the idea of platform government.
Design/ methodology/ approach: In order to achieve the goals of the current research and analyze the findings of the research, the implication research method has been used. In this method, the contributions of the sharing economy theory as a source of implication, preliminary guidelines to prove the efficiency of this idea (platform government) have been calculated. Also, in order to collect information and contributions from the concept of sharing economy, the method of library and document study has been used. The study sample population of the current research includes all reports, documents, scientific articles and books authored in Persian and Latin, in the field of sharing economy and platform government since ۲۰۱۵.
Research Findings: The results of the research show that the platform government can be a suitable alternative to the modern government in the whole system of issues that the modern government is facing now. Also, the platform government approach for governments like the Islamic Republic of Iran, which is people-based, can be a suitable format for the growth and evolution of this feature.
Practical Consequences: Among the main practical consequences of the ideas of this research, we can mention the expansion of the ability of good governance in the country and the maximum benefit of all members of the society from government services and benefits in an easy and equal way.
Innovation or value of the Article: The most important initiative of this research is to identify the concept of sharing economy for the success of platform government; It can also be said that providing new coordinates for the concept of platform government according to the Studies conducted in this field is one of the most important values of the leading article.
