چکیده
دریای خزر، به دلیل وجود منابع عظیم نفت، از مناطق حائز اهمیت در جهان محسوب می شود. استخراج نفت و حمل ونقل دریایی آن در دریای خزر، به طور چشمگیری در حال افزایش است. از سوی دیگر، عمده ترین آلودگی دریای خزر، آلودگی نفتی ناشی از بهره برداری و حمل ونقل نفت می باشد. آگاهی از اثرات مخرب آلودگی نفتی، ضرورت اتخاذ راهکارهای لازم جهت پیشگیری، مقابله و آمادگی منطقه ای در برابر این آلودگی را مطالبه می کند. ازآنجاکه کشورها به تنهایی قادر به حفظ محیط زیست دریای خزر از آلودگی نفتی، نیستند، همکاری های منطقه ای در پرتو تعهدات بین المللی نقش مهمی در این حوزه دارد. در مقاله حاضر، با مطالعه کنوانسیون منطقه ای چهارچوب حفاظت از محیط زیست دریایی دریای خزر، به تحلیل نقش پروتکل آمادگی، واکنش و همکاری منطقه ای در مبارزه با سوانح آلودگی نفتی، الحاقی به کنوانسیون مزبور، درجهت حفظ محیط زیست خزر از آلودگی های نفتی ازطریق ایجاد و اجرای طرح های ضروری ملّی و منطقه ای به نحو مؤثری مورداجرا قرار می گیرد.Assessing the Effectiveness of the Protocol Concerning Regional Preparedness, Response and Cooperation in Combating Oil Pollution Incidents (Aktau Protocol) for Protection of Caspian Sea Environment
Caspian Sea is one of the important regions of the world, due to its enormous oil reserves. Oil production and its transportation are increasing in the region, while the main source of pollution of Caspian Sea is the pollution caused by those operations. Avoiding the negative impacts of such pollution on the environment of Caspian Sea Region requires taking necessary regional mechanisms for prevention, mitigation and regional preparedness against such pollution. Because, each coastal government is not capable of protecting the Caspian Sea environment on its own. Considering the Framework Convention for the Protection of the Marine Environment of the Caspian Sea, this article examines the role of the Protocol Concerning Regional Preparedness, Response and Cooperation in Combating Oil Pollution Incidents. The effectiveness of this protocol for the protection of the environment of Caspian Sea is to be achieved through designing and successful implementation of necessary national and regional plans.
