چکیده
پرونده هسته ای ایران در 2006 از سوی شورای حکّام آژانس بین المللی انرژی اتمی به شورای امنیت ارجاع و شورای امنیت تعدادی قطعنامه علیه ایران تصویب نمود. به تبع قطعنامه های شورا، برخی دولت ها اقدامات فراقطعنامه ای زیادی علیه ایران وضع نمودند. توجیه این دولت ها برای اقدامات فراقطعنامه ای اقدامات متقابل بود. اقدامات متقابل در حقوق عدم اشاعه به دلیل خاص بودن این رژیم، با حقوق بین الملل عام تفاوت هایی دارد. پس از ورود شورا روابط حقوقی دولت ها با یکدیگر و ایران پیچیده تر نیز گشته بود.Legal Status of Countermeasures after Intervening the UN Security Council in Non-Proliferation Law
The case of Iran's nuclear program was first referred to the UN Security Council by the Board of Governors of the International Atomic Energy Agency in 2006, and UN Security Council adopted a number of resolutions against Iran. In consequence of these resolutions, some States apparently imposed more sanctions against Iran and went further beyond the resolutions. These States justified their acts under the rules of countermeasures. A countermeasure under the non-proliferation regime, which is an especial regime, is very different than general international law. After engaging of UNSC to the relations between Iran and other States, the situation became more sophisticated.
