چکیده
زمینه و هدف: قداست و ارزشمندی اهداف، مدل ها و الگو ها به ویژه در حوزه جرم یابی، نمی تواند روش و ابزار دستیابی به آنها را توجیه کند. ابزار و شیوه های نیل به کشف جرائم از جمله موضوعاتی است که باید مشروعیت داشته باشند و در بستر شرع مقدس اسلام مورد مطالعه و شناسایی قرار گیرند. لذا هدف از این تحقیق، شناخت الگوی جرم یابی با رویکرد اسلامی با تأکید بر سیره امام علی (ع) برای فرماندهی انتظامی جمهوری اسلامی ایران است.روش: این تحقیق از نوع کاربردی با رویکرد کیفی و با استفاده از روش تحلیل مضمون انجام شده است. جامعه آماری این تحقیق، سیره نظری و عملی حضرت علی (ع) بوده و متن نهج البلاغه شامل خطبه ها، نامه ها و حکمت های کتاب شریف و همچنین قضاوت های حضرت علی (ع) و روایت های مرتبط با شیوه قضاوت آن حضرت به عنوان منبع اصلی برای گرد آوری داده ها بوده که به روش تمام شماری مورد ارزیابی قرار گرفت. روش گردآوری دادها از نوع روش اسنادی و ابزار آن فیش برداری بود و به منظور تحلیل داده های گردآوری شده، از روش کدگذاری و تحلیل مضمون بهره گرفته شد. یافته ها: در مرحله کدگذاری پایه، 458 کد باز یا پایه ای به دست آمد که در قالب 13 مضمون سازمان دهنده جای گرفتند. الگوی جرم یابی با رویکرد اسلامی در سیره امام علی (ع) برای فرماندهی انتظامی جمهوری اسلامی متشکل از چهار بعد رفتاری- عملکردی (عقلانیت، تدبیر و تناسب، مهارت های حرفه ای، اشراف اطلاعاتی، جامعیت و استحکام و به هنگام بودن)، رویکرد (بایسته های اعتقادی و بایسته های اخلاقی)، فناوری (روزآمدی و دانش محوری) و ساختار (فرماندهی و مدیریت، ممنوعیت ها، بایسته های سازمانی و بایسته های حقوقی) است.نتیجه گیری: اجرایی ساختن الگوی چهار بعدی شناسایی شده در حوزه جرم یابی اسلامی مبتنی بر سیره حضرت علی (ع)، نقش مؤثری در ارتقاء مشروعیت و موفقیت در فرایند جرم یابی رده های مرتبط با حوزه کشف جرائم در فراجا خواهد داشت.Crime Detection Model with an Islamic Approach with an Emphasis on the Method of Imam Ali (AS) for the Police Command of the Islamic Republic of Iran
Background and Objective: The sanctity and value of non-native and unrelated goals, models, and patterns, especially in the field of crime detection, cannot justify the means of achieving them. The tools and methods of achieving an understanding of crimes are also among the issues that must have legitimacy and be studied and identified in the context of the holy Islamic law. Therefore, the purpose of this research is to identify the crime detection model with an Islamic approach with an emphasis on the character of Imam Ali (AS) for the police command of the Islamic Republic of Iran.Method: This research is an applied type with a qualitative approach and using the Brown and Clark content analysis method. The statistical population of this study was the theoretical and practical life of Imam Ali (AS), and the text of Nahjul Balagha, including sermons, letters, and wisdoms of the Holy Book, as well as the judgments of Imam Ali (AS) and narrations related to his judgment style, was the main source for data collection, which was evaluated using the whole-number method. The data collection method was a documentary method and its tool was record-keeping, and the method of coding and content analysis was used to analyze the collected data.Findings: In the basic coding stage, 458 open or basic codes were obtained, which were placed in the form of 13 organizing themes. The crime detection model with an Islamic approach in the life of Imam Ali (AS) for the Islamic Republic's police command consists of four behavioral-functional dimensions (rationality, prudence and proportionality, professional skills, information literacy, comprehensiveness and strength, timeliness), approach (legal and ethical requirements), technology (knowledge-centeredness and up-to-dateness), and structure (command and management, prohibitions, organizational and legal requirements).Conclusion: Implementing the four-dimensional model identified in the field of Islamic crime detection will play an effective role in promoting the approach of the police command in accelerating the crime detection processes and confronting crimes and strictly observing the provisions of the holy Islamic law in carrying out the crime detection mission.
