چکیده
تاکنون تعریفی واحد برای مفهوم بسیج منابع و امکانات به ویژه در حوزه دفاع ملّی ارائه نگردیده است. دلیل این موضوع، پراکندگی تعاریف در بین رشته های مختلف به ویژه در زمینه علوم مدیریت و علوم اجتماعی از سوی دیگر است. در ادبیات پژوهش، مفهوم بسیج منابع و امکانات، از تأمین مالی صرف گرفته تا تأمین منابع انسانی و مواد خام و همین طور ایجاد روابط و شبکه های اجتماعی را در برمی گیرد. به طوری که هیچ عامل زمینه ای، ضرورت سازهای کنش بسیج منابع و همین طور راهبردی مشخص برای آن پیشنهاد نمی گردد. با توجه به نظرات فراوان و هم زمان پراکنده به مفهوم بسیج منابع، در مطالعه حاضر با اتخاذ رویکرد هرمنوتیک، متون موجود با راهبرد فراترکیب مورد تحلیل قرارگرفته و مفهوم سازی از بسیج منابع و امکانات در حوزه دفاع ملی انجام یافته است. نتیجه مطالعه حاضر در 5 دسته قابل طبقه بندی اند. این مطالعه از یک سو به شناسایی عوامل پیشینی برای تحقق بسیج منابع و امکانات در حوزه دفاع ملّی و تعیین ابعاد بسیج منابع پرداخته و از سوی دیگر راهبردهای اجرایی بسیج منابع و امکانات در این حوزه را مشخص نموده است. علاوه بر این شناسایی زمینه محیطی خاص بسیج منابع و امکانات و شاخص های تحقق موفقیت آمیز بسیج منابع و امکانات در حوزه دفاع ملّی نیز شناسایی گردیده اند.Conceptualization of the mobilization of facilities and resources in the field of national defense
So far, no single definition has been provided for the concept of mobilization of resources and facilities, especially in the field of national defense. The reason for this is the dispersion of definitions among different disciplines, especially in the field of management sciences and social sciences on the other hand. In the research literature, the concept of mobilizing resources and facilities includes everything from providing financial resources to providing human resources and raw materials, as well as creating relationships and social networks. So that there is no background factor, the necessity of resource mobilization action tools, and no specific strategy is proposed for it. Considering the many and at the same time scattered opinions on the concept of resource mobilization, in the present study, by adopting a hermeneutic approach, the existing texts were analyzed with a meta-composite strategy and the conceptualization of resource mobilization and facilities in the field of national defense was done. The results classified into 5 categories. This study has identified the previous factors for realizing the mobilization of resources and facilities in the field of national defense and determining the dimensions of resource mobilization, and on the other hand, it has identified the implementation strategies for the mobilization of resources and facilities in this area. In addition to this, the specific environmental context of the mobilization of resources and facilities and the indicators of the successful realization of the mobilization of resources and facilities in the field of national defense have also been identified.
