سازمان تجارت جهانی: امنیت و توسعۀ اقتصادی

چکیده
عضویت و عدم عضویت ایران در سازمان تجارت جهانی، یکی از چالش های پیش روی سیاستگذاری در امر تجارت خارجی است که موافقان و مخالفان، هر کدام دلایل و دیدگاه های مختلفی از پیامدهای عضویت کشور در این سازمان بیان می کنند. این تحقیق، ضمن شناخت دقیق ساختار و عملکرد سازمان تجارت جهانی، به بررسی آثاری پرداخته که سازمان تجارت جهانی می تواند بر امنیت اقتصادی ج.ا.ایران داشته باشد؛ همچنین به بررسی چالش های بالقوه پیش روی کشور در راستای پیوستن به این سازمان مبتنی بر نظرات خبرگان و متخصصان این حوزه پرداخته است. پژوهش حاضر از نظر هدف کاربردی و با توجه به شیوه گردآوری داده ها از نوع پژوهش های توصیفی - پیمایشی است که ابتدا با مطالعه پیشینه و ادبیات پژوهش، پرسشنامه ای ساختاریافته مبتنی بر طیف پنج گانه لیکرت تنظیم شده و سپس بین 94 نفر از متخصصان و خبرگان اجرایی و دانشگاهی باسابقه ای بیش از 10 سال در حوزه مربوط توزیع گردید که با الگوسازی معادلات ساختاری به کمک نرم افزار Smart PLS مورد تجزیه و تحلیل قرار گرفت؛ همچنین به منظور مشخص نمودن چالش های پیش رو در مسیر عضویت به سازمان تجارت جهانی، مصاحبه ای شفاهی با 15 نفر از متخصصان این حوزه انجام گرفت که درنهایت با شیوه دلفی، مواردی که بیشتر متخصصان بر آن اجماع نظر داشتند، استخراج گردید. نتایج حاکی از آن است که عضویت در سازمان تجارت جهانی منجر به بهبود توسعه اقتصادی و درنهایت تقویت امنیت اقتصادی می شود.World Trade Organization: Security and Economic Development
Membership or non-membership of the Islamic Republic of Iran has always been one of the key challenges for selection of policies in foreign trade’s segment which both, its supporters or opponents, has refers to various issues in regard to the impacts of country’s membership in this organization. The present study, along with detailed recognition of WTO’s performance and its trading structure, has considered the impacts of joining WTO on economic security of the Islamic Republic of Iran. Furthermore, this study examines the potentials of up-coming challenges that each country may face them upon joining to WTO, based on discussions of experts and specialists. Based on its purpose, this is a practical research; however, considering the method of collecting data, this is a descriptive – survey research. This study first begins with backgrounds and literature reviews. For this purpose structural questionnaires were provided according to five stages of Likert’s method, and then they distributed amongst 94 academic experts and executive nobles who had more than 10 years of working backgrounds that analyze by modeling structural equations using Smart PLS software. Moreover, intending to determine up-coming challenges in the process of membership, an interview was conducted with 15 experts of the field and then all agreed ideas were selected from their answers using Delphi technique. The acquired results have indicated that membership in WTO will lead to enhance economic development and would boost economic safety; in addition.
