حقوق شهروندی از نگاهِ آموزه های اسلامی

چکیده
امروزه توجه به حقوق شهروندان از زوایای مختلف، مورد نظر محققان مختلف ازجمله برنامه ریزان و طراحان شهری قرار دارد. تمامی مطالعات و بررسی ها در این زمینه در پی تأمین حقوق مردم در ابعاد مختلف زندگی اجتماعی و حتی سیاسی ایشان است. در هر جامعه ی بشری مجموعه ای از اصول اخلاقی وجود دارد که به وضوح در زندگی روزمره ی مردم بروز می کند؛ اسلام نیز، به عنوان دین اصلی ایرانیان، با برخورداری از چهارچوب و ساختاری اجتماعی و با مجموعه ای کامل از اصول، از این قاعده مستثنی نمی باشد. بنابراین مطالعه در زمینه حقوق شهروندی در آموزه های اسلامی می تواند در وهله اول شناخت بهتری از این مفهوم ارائه نموده و سپس الگوی مناسبی برای به کارگیری در فرآیندهای برنامه ریزی و طراحی شهرها تدوین گردد. در مطالعه پیش رو در ابتدا تعاریفی از شهروند و حقوق شهروندی ارائه می گردد، سپس براساس این تعاریف حقوق شهروندی از نگاه قرآن کریم، نهج البلاغه و امام سجاد(ع) (رساله حقوق و صحیفه سجادیه) مورد بررسی قرار می گیرد. درنهایت بر پایه نکات ارائه شده و با استمداد از رابطه سه گانه شهر، شهروند و شهریار(شهردار)، سیاست های دستیابی به حقوق شهروندان در جوامع اسلامی تدوین می گردد.Citizenship Rights from the Perspective of Islamic Teachings
Paying attention to the rights of citizens is subject to different opinions, including urban planners and designers. All the studies and reviews in this field are after the rights of people in different aspects of life including social and even the political characteristics. In every human society, there is a set of moral principles that appear in people's daily lives. Islam, as the main religion of Iranians, with a wholistic view of the social framework and structure and with a complete set of principles, is not exempt from this rule. Therefore, the study of citizenship rights in Islamic teachings can provide a better understanding of this concept and then develop a suitable model for using in the early stages of planning and designing cities. In this study, definitions of citizen and citizenship rights are first presented, then these definitions of citizenship rights are studied from the perspective of the Holy Qur'an, Nahj al-Balagha and Imam Sajjad (A.S.)'s al-Sahifa al-Sajjadiyya. Finally, based on the points presented and with the triple relationship of the city, citizen and mayor, policies to achieve the rights of Islamic societies are found.
