تحلیل تأثیر تحول فناورانه بر اثربخشی تحریم های اقتصادی علیه ایران؛ مطالعه موردی صنعت تجهیزات پزشکی استان اصفهان (مقاله علمی وزارت علوم)

چکیده
تحریم ها ابزاری برای تأمین منافع سیاست خارجی یک کشور محسوب می شود. اقتصاد ایران از پیروزی انقلاب اسلامی تاکنون با مسئله تحریم ها روبه رو بوده و همواره آثار سوء و هزینه های بالای تحریم را تحمل کرده است. یکی از مواردی که می تواند در مقابله با تحریم ها و رفع آثار منفی آن مؤثر واقع شود، مقوله دانش و فناوری است. این پژوهش با این هدف انجام شده است که تحول فناورانه، به عنوان یکی از مفاهیم مهم پیشرفت علم و فناوری در اقتصاد، به شکست تحریم اقتصادی ایران منجر می شود. در این مقاله، تحول فناورانه در شرایط تحریم های ده سال اخیر (1390−1400) با استفاده از روش داده بنیاد[1] در حوزه صنعت تجهیزات پزشکی استان اصفهان تحلیل شده است. در این پژوهش براساس ضابطه اشباع نظری، اطلاعات هشت بنگاه از مجموعه صنعت تجهیزات پزشکی استان اصفهان به دست آمده و تحلیل شده است. نتایج نشان می دهد تحول فناورانه برخلاف انتظار، آثاری خلاف آثار تحریم داشته است و به افزایش مقدار فروش محصول داخلی، جایگزینی محصول داخلی به جای خارجی در کشور، افزایش صادرات محصول، کاهش قیمت محصول نسبت به مشابه خارجی، افزایش تولید محصولات تحریمی و پیشرفت فناوری منجر شده است. ازاین رو نتایج یادشده آثار تحریم های اقتصادی در صنعت تجهیزات پزشکی استان اصفهان را خنثی کرده و شکست داده است. دیگر نتیجه حاصل از پژوهش آن است که تحول فناورانه در صنعت تجهیزات پزشکی استان اصفهان، مزیت نسبی ایجاد کرده است. Sanctions are considered a tool to secure the interests of a country's foreign policy. Iran's economy has faced the issue of sanctions since the victory of the Islamic Revolution and has always endured the bad effects and high costs of sanctions.One of the things that can be effective in dealing with sanctions and removing its negative effects is the category of knowledge and technology. This research was done with the aim that technological change, as one of the important concepts of science and technology advancement in the economics, leads to the failure of Iran's economic sanctions.In this article, the technological change has been analyzed using the grounded theory method in the last ten years (1390-1400) in the field of medical equipment industry in Isfahan province. In this research, the information of 8 companies in the medical equipment industry of Isfahan province was obtained and analyzed based on the theoretical saturation rule.The results indicate that the technological change has had effects contrary to the effects of sanctions and has led to an increase in the amount of sales of domestic products, the substitution of domestic products for foreign ones in the country, an increase in product exports, a decrease in the price of products compared to foreign ones, an increase in the production of sanctioned products and progress.Therefore, the mentioned results have neutralized the effects of economic sanctions in the medical equipment industry of Isfahan province, in other words, it has defeated. Another result of the research is that the technological change has created a comparative advantage in the medicals equipment industry of Isfahan province.
