چکیده
در سالیان اخیر حکمرانی تبدیل به موضوعی داغ در مدیریت بخش دولتی شده است و این به واسطه نقش مهمی است که حکمرانی در تعیین سلامت اجتماع ایفا می کند. از دغدغه های اصلی کشورهای در حال توسعه قرار گرفتن در مسیرتوسعه و توسعه یافتگی است. عدم رشد اقتصادی، فقر و فقدان پاسخگویی، فساد و عدم حاکمیت قانون ازجمله چالشهایی است که این کشورها با آن مواجه اند. در حال حاضر پس از اصلاحات دولتی دهه 80 میلادی، به دلیل مشکلات ناشی از کمبود بودجه، بسیاری از کشورها وضعیت مناسب تری پیدا کرده اند. هر چند که هنوز نیاز است ارائه خدمات به طور اقتصادی و کارآمد مدیریت شود، با این حال، وجود انگیزه مالی برای انجام اصلاحات مدیریتی ضعیف تر شده است. در حال حاضر چالش های دیگری بروز کرده و انگیزه ای برای انجام اصلاحات شده اند. یکی از این چالش ها نحوه ایجاد و شکل دهی حکمرانی خوب است. مقاله حاضر در پی شناسایی چارچوب و مفاهیم مرتبط با حکمرانی است. از سوی دیگر، مطالعات توسعه و آمارهای سازما نهای جهانی بیانگر آن است که از مهمترین عوامل می باشد؛ چنانکه حکمرانی خوب را بنیان توسعه خوانده اند. مقاله پیش رو حکمرانی خوب، رشد و توسعه کشورها ضمن مروری بر ادبیات حکمرانی، با جمع بندی تعاریف حکمرانی و با نگاهی تازه به بازخوانی این مقوله می پردازد.Good governance and its concepts
In recent years, governance has become a hot topic in public sector management, due to the important role that governance plays in determining the health of society. One of the main concerns of developing countries is to be on the path of development and development. Lack of economic growth, poverty and lack of accountability, corruption and lack of rule of law are among the challenges that these countries face. Currently, after the government reforms of the 1980s, due to problems caused by budget shortages, many countries have found a more suitable situation. Although there is still a need to manage service delivery economically and efficiently, however, the financial incentive to carry out management reforms has become weaker. Currently, other challenges have emerged and have become an incentive to carry out reforms. One of these challenges is how to create and shape good governance. This article seeks to identify the framework and concepts related to governance. On the other hand, development studies and statistics of global organizations indicate that it is one of the most important factors; as good governance has been called the foundation of development. The following article, Good Governance, Growth and Development of Countries, reviews the governance literature, summarizes the definitions of governance, and re-examines this topic with a fresh perspective.
