طراحی الگوی راهبرد صادرات فناوری محور در صنعت نفت مبتنی بر اقتصاد مقاومتی (مقاله علمی وزارت علوم)

چکیده
تحقق سیاست های اقتصاد مقاومتی مستلزم اتخاذ رویکردها و راهبردهای متناسب و اصلاح اشکالات و ضعف های بخشی و سیستمی است. صنعت نفت به عنوان یکی از پیشران های اقتصاد مقاومتی شناخته شده و توسعه مناسب آن می تواند زمینه ساز و سرعت بخش توسعه سایر صنایع باشد. می توان دو رویکرد منبع پایه و رویکرد دانش پایه را برای توسعه این صنعت متصور شد. در این پژوهش که به صورت تحلیلی-استدلالی انجام شده است ضمن بررسی رویکرد حاکم در توسعه صنعت نفت کشور به ضرورت اتخاذ رویکرد فناوری محور پرداخته شده است. تبیین دلالت های موجود در امر توسعه صنعت نفت با سیاست های کلی اقتصاد مقاومتی نشان از آن دارد که لازمه تحقق این سیاست ها، تغییر رویکرد حاکم و جایگزینی آن به رویکرد فناوری محور است. این پژوهش به کمک روش تحلیل مضمون و با استفاده از نرم افزارMAXQDA در سه سطح انجام شد. ازآنجایی که در این پژوهش از تحلیل مضمون قیاسی استفاده شده است، ابعاد مدل الماس به عنوان مضامین فراگیر در نظر گرفته شده و در رفت وبرگشت پیوسته، مضامین سازمان دهنده و پایه شکل گرفته اند. ابتدا از مصاحبه ها، 415 کد مستخرج گردید و این کدها در قالب 59 مضمون پایه و 21 مضمون سازمان دهنده انسجام یافتند. سپس مضامین به دست آمده تحت 6 مضمون فراگیر «شرایط تقاضای فناوری»، «عوامل تولید»، «سطح رقابت داخلی شرکت ها»، «وضعیت صنایع پشتیبان»، «نقش حاکمیت» و «رخدادهای تصادفی» دسته بندی گردیده و شبکه مضامین حاصل از آن به دست آمد. در نهایت و پس از استخراج نتایج، خروجی به 4 تن از خبرگان صنعت ارائه گردید و پیشنهادهای اصلاحی ایشان در مضمون بندی ها لحاظ شد.Designing the strategy of technology-oriented export model in the oil industry based on Resistance Economy
The realization of Resistance economy policies requires the adoption of appropriate approaches and strategies, addressing deficiencies and weaknesses in a targeted and systemic manner. The oil industry, as a key driver of Resistance economy, has the potential to lay the groundwork and accelerate the development of other industries. Two approaches, namely resource-based and knowledge-based, can be envisaged for the development of this industry. This analytically–argumentatively research, examines the prevailing approach in the country's oil industry development and emphasizes the necessity of adopting a technology-oriented approach. Exploring the implications of the oil industry's development in alignment with macroeconomic resilience policies indicates the imperative need for a shift from the prevailing approach to a technology-oriented one. The research, conducted at three levels, using theme analysis method, aided by MAXQDA software. Given that this research utilizes comparative theme analysis, the dimensions of the Diamond Model are considered as comprehensive themes, and through continuous iterative analysis, organizing and foundational themes have emerged. Initially, 415 codes were extracted from the interviews, and these codes were integrated into 59 basic themes and 21 organizing themes. Then, the obtained themes were categorized under 6 overarching themes "Demand Condition", "Factor Condition", "Level of Internal Rivarly of companies", "Related and Supporting Industries", "Government" and "Chance" and the resulting network of themes was achieved. Finally, the results were validated by four industry experts, and their corrective suggestions were incorporated into the thematic analysis.
