چکیده
زمینه و هدف: با توسعه بسترهای سخت افزاری و نرم افزاری؛ سطح پیچیدگی جرایم نیز به طور چشم گیری بالا رفته است. مسأله قابل تأمل، گستردگی دامنه وظایف فرماندهی انتظامی جمهوری اسلامی ایران و تعدد پلیس های تخصصی است که به طور ویژه در راستای مقابله و پیشگیری از جرائم فعالیت دارند. بنابراین در این پژوهش، به بررسی بایسته های مدیریت انتظامی یکپارچه پلیس های تخصصی در پیشگیری از جرم، پرداخته شده است.روش: این تحقیق، یک پژوهش کیفی از نوع تحلیل محتوای جهت دار است که از نظر هدف، کاربردی است. مشارکت کنندگان در این پژوهش 20 نفر هستند که در ابتدا 18 نفر از مدیران ارشد پلیس های تخصصی و نیز معاونت عملیات فراجا از حوزه مرکزی به روش نمونه گیری هدفمند تا اشباع نظری انتخاب شده اند. سپس برای اتقان نظری بیشتر، 2 نفر از کارشناسان خبره قضایی خارج از مجموعه فراجا نیز مشارکت داده شدند. روش گردآوری داده ها میدانی و ابزار آن مصاحبه نیمه ساختاریافته است. داده ها به روش صوری و تکرارپذیری از نظر روایی و پایایی تأیید و همچنین برای تحلیل داده ها از نرم افزار مکس کیودا استفاده شده است. یافته ها: با تحلیل داده های حاصل از مصاحبه های نیمه ساختار، در مجموع 136 مورد از بایسته های مدیریت انتظامی یکپارچه پلیس های تخصصی ذیل 24 محور اصلی در راستای پیشگیری از جرم شناسایی شدند که برخورداری از بینش راهبردی، اشراف اطلاعاتی جامع، اطلاعات محوری، شبکه دانش و اطلاعات، اصلاح ساختار و بهبود فرایندها، خدمات رسانی مطلوب، پیشگیری مردم پایه، گفتمان سازی، تعامل فرا فعال، وحدت فرماندهی و هدایت عملیات انتظامی، برنامه ریزی، سازمان دهی و هماهنگی یکپارچه عملیات انتظامی، طرح ریزی یکپارچه عملیات انتظامی، پیشگیری فناورانه یکپارچه، هوشمندسازی فرایندها از جمله شناسه های محوری آن هستند.نتیجه گیری: مدیریت انتظامی یکپارچه پلیس های تخصصی در پیشگیری از جرم؛ مستلزم هماهنگی حداکثری پلیس های تخصصی فراجا در گام های مختلف برنامه ریزی، سازماندهی، هماهنگی، پیاده سازی و اجرای فرایندهای پیشگیرانه از جرم است که توجه به شناسه ها و بایسته های شناسایی شده در این پژوهش می تواند فرماندهان، مدیران و رؤسای پلیس های تخصصی را در صحنه سیاست گذاری و میدان اجرای سیاست ها و تدابیر اتخاذ شده راهنما و کمک کار باشد.Examining the needs of integrated police management of specialized police in crime prevention

The issue to consider is the scope of the duties of the Islamic Republic of Iran's Police Command [Faraja] and the number of specialized police officers who are mainly active in combating and preventing crimes. Therefore, in this research, under the title of examining the needs of integrated police management in crime prevention, it has been addressed.Methodology: This research is a qualitative research of the type of directed content analysis, which is practical in terms of its purpose. There are 20 participants in this research; At first, 18 senior managers of the specialized police and the deputy of Faraja operations were selected from the central area by purposeful sampling method until theoretical saturation. Then, for more theoretical knowledge, 2 judicial experts from outside the Faraja group were also involved. The method of data collection is field and the tool is semi-structured interview.
