چکیده
زمینه و هدف: باور بر این است، در صورتی که سازمان های اجرایی مرتبط با ترافیک، تکالیف خود را به موقع و به صورت تمام و کمال انجام دهند، بخشی از مأموریت های پلیس راهور کاهش یافته و اجرای سایر مأموریت ها تسهیل می گردد. این پژوهش با هدف کشف علل اهمال یا بی عمل ی سازمان ها در اجرای کامل تکالیف ترافیکی صورت گرفته است. روش: رویکرد این پژوهش کیفی بوده و به شیوه مصاحبه با خبرگان و متخصصان صورت گرفته است که به لحاظ روش توصیفی-تحلیلی و از نظر هدف، کاربردی-توسعه ای است. روش نمونه گیری پژوهش، قضاوتی هدفمند بوده و حجم نمونه پانزده نفر می باشد. برای تحلیل اطلاعات از روش تحلیل تم (تحلیل مضمون) استفاده شده است. یافته ها: نتایج تحقیق در بر گیرنده ۷۰ تم پایه، ۱۲ تم سازنده و، سه تم فراگیر است. مقررات اداری، نظارت، مسئولیت، سامانه ها، اعتبار (بودجه)، اهداف متعالی و...، از تم های سازنده پژوهش هستند که در سه تم فراگیر علل زمینه ای، علل ساختاری و علل رفتاری قرار می گیرند. نتیجه گیری: برای تحقق هدف تحقیق مبنی بر تسهیل مأموریت های پلیس راهور و مهمتر از آن بهبود وضعیت ترافیک لازم است مشکل بی عمل ی یا اهمال سازمان های اجرایی در عمل به تکالیف ترافیکی رفع شود. بدین منظور موارد شناسایی شده در بخش یافته های تحقیق بایستی به صورت مدون و زمانبندی شده در جهت بهبود ترافیک اجرایی گردند.Investigating the inaction or negligence of executive organizations in performing traffic tasks
Background and purpose: It is believed that if executive organizations related to traffic perform their traffic tasks on time and completely, part of traffic police missions will be reduced and the implementation of other missions will be facilitated. This research has been done with the aim of discovering the causes of neglect or inaction of executive organizations in fully implementing their traffic duties. Method: The approach of this research is qualitative and it has been done by interviewing experts and specialists, which is a developmental application in terms of its purpose. The research sampling method is a purposeful judgment and the sample size is fifteen people. The theme analysis method was used to analyze the data.Findings: The research results include 70 basic themes, 12 constructive themes and three comprehensive themes. Administrative regulations, supervision, responsibility, abnormal behavior, systems, credit (budget), lofty goals, etc., are among the constructive themes of the research, which are included in three overarching themes of contextual causes, structural causes, and behavioral causes.Conclusion: In order to realize the research goal of facilitating traffic police missions and more importantly improving the traffic situation, it is necessary to solve the problem of inaction or neglect of the executive organizations in performing traffic tasks. For this purpose, the items identified in the research findings section should be implemented in a codified and scheduled manner in order to improve traffic.
