متغیّرهای امنیت ساز در حکومت اسلامی بر پایه تحلیل محتوای سوره توبه (مقاله علمی وزارت علوم)

چکیده
مقتضای جامعیّت و جاودانگی دین اسلام، عنایت به شئونات اساسی زیست بشری از جمله مسئله امنیت است که به طور ویژه در سوره توبه، به آن پرداخته شده است. بازخوانی فضای امنیتی حکومت نبوی و کشف متغیّرهای امنیت ساز آن، هدف تحقیق حاضر است که با روش تحلیل محتوای سوره توبه پیگیری شده است. مجموعه ای از متغیّرها در دو سطح عمده ملت و دولت حاصل آمد که 65 درصد ناظر به سطح دولت است. طبقه بندی متغیرها در سطح دولت به دو محور راهبردهای کلی (40%) و راهبردهای خاص (60%) شامل سه حوزه عمده حکمرانی نظیر اقتصاد (9%)، ارتباطات (31%) و دفاع (60%)، از جمله یافته های تحقیق است. پرداخت همه جانبه سوره توبه به همه ابعاد بینشی و کنشی (تئوری و راهبرد)، ملت و دولت، راهبردهای خاص و عامّ، نشان از نگاه جامع آن به مسئله امنیت دارد که انگاره غرض امنیتی آن را اثبات می کند. تحقیق حاضر تلاشی تدبری تفسیری در راستای تفسیر ساختاری و فقه حکومتی است که با ارائه الگوی حکمرانی مبتنی بر این متغیّرها می تواند سند ارزشمندی جهت تعریف و ارزیابی معیارهای امنیتی در حکومت اسلامی باشد.Security-Creating Variables in the Islamic Government Based on the Content Analysis of Surah Taubah
The comprehensiveness and immortality of Islam demand paying attention to the basic aspects of human life, including the issue of security, which is specifically addressed in Surah Taubah. Re-reading the security environment of the Prophet's government and discovering its security-creating variables is the aim of the present research, which is followed by the content analysis method of Surah Taubah. A set of variables was obtained at the two main levels of the nation and the government, 65% of which are related to the government level. The classification of variables at the government level into two axes of general strategies (40%) and specific strategies (60%) including three major areas of governance such as economy (9%), communication (31%) and defense (60%), are among the findings of the research. Surah Taubah's comprehensive treatment of all aspects of vision and action (theory and strategy), nation and government, specific and general strategies, shows its comprehensive view on the issue of security, which proves its security purpose. The present research is an interpretative-explanatory effort in the direction of structural interpretation and jurisprudence of the government, which by presenting a governance model based on these variables can be a valuable document for defining and evaluating the security standards in the Islamic government.
