چکیده
عوامل متعددی در اجرای موفق خط مشی های زیست بوم نوآوری و فناوری به عنوان اصلی ترین فرایند خط مشی گذاری، در توسعه سرمایه گذاری استانی تاثیرگذار هستند و عدم توجه به آن چالش های متعددی برای توسعه اقتصادی و سرمایه گذاری های استانی ایجاد کرده است. هدف این تحقیق آسیب شناسی اجرای خط مشی های زیست بوم نوآوری و فناوری است تا مهمترین موانع در راستای توسعه سرمایه گذاری های استانی شناسایی شود. روش تحقیق از نظر هدف کاربردی، از نظر گردآوری داده ها کیفی و استفاده از تکنیک تحلیل موضوعی است. روش نمونه گیری هدفمند با حداکثر تنوع تا رسیدن به اشباع نظری است. بر اساس یافته های تحقیق موانع اجرای خط مشی های زیست بوم نوآوری و فناوری عبارتند از: ماهیت خط مشی گذاری، موانع مشارکتی، مجریان ناکارآمد، موانع محیطی، موانع پشتیبانی و پیاده سازی، ضعف در ارزیابی و نظارت، موانع سازمانی. مدیران و سیاست گذاران می توانند با بهبود و رفع موانع و آسیب های اجرای خط مشی های زیست بوم نوآوری و فناوری و افزایش اثربخشی و کارایی برنامه ها منجر به توسعه اقتصادی و سرمایه گذاری گردند.Pathology of the implementation of innovation and technology ecosystem policies in line with the development of provincial investments
Several factors are effective in the successful implementation of innovation and technology ecosystem policies as the main policy-making process in the development of provincial investment, and not paying attention to it has created many challenges for economic development and provincial investments. The purpose of this pathological research is the implementation of innovation and technology ecosystem policies in order to identify the most important obstacles in the direction of the development of provincial investments. The research method is qualitative in terms of practical purpose, in terms of collecting data and using thematic analysis technique. It is a purposeful sampling method with maximum diversity until reaching theoretical saturation. Based on the findings of the research, the barriers to the implementation of innovation and technology ecosystem policies are: the nature of policy making, collaborative barriers, inefficient executives, environmental barriers, support and implementation barriers, weakness in evaluation and monitoring, organizational barriers. Managers and policy makers can lead to economic development and investment by improving and removing the obstacles and harms of implementing innovation and technology policies and increasing the effectiveness and efficiency of programs.
