مطالعه سیاست زدگی مدیران نظام آموزش عالی با رویکرد کیفی (مقاله علمی وزارت علوم)

چکیده
نظام آموزش عالی، با هر تعریفی که از آن داشته باشیم؛ بنا به ماهیت مأموریت خود، یک ساختار اداری هم هست. نحوه مواجهه آن با دستگاه سیاسی و حاکمیت می تواند سرمنشأ یکسری تحولات در سازمان باشد. تعامل نظام آموزش عالی با نظام سیاسی و سطح سیاست زدگی دستگاه، با ایجاد برخی واکنش های زنجیره ای، بر اهداف، چشم انداز، مأموریت و کارکرد آن تأثیر می گذارد. سیاست زدگی یک پدیده پیچیده است که در غالب موارد به صورت دو قطبی بین حوزه سیاست و حوزه بوروکراسی متجلی می شود اما وجود برخی از شرایط پیچیدگی آن را افزایش می دهد و ابهام چندقطبی شدن را نشان می دهد. توزیع قدرت سیاسی مانع تحقق شایسته سالاری در نظام آموزش عالی و اهداف مأموریت آن، برنامه های وزیر و قوانین مصوب برای توسعه آموزش عالی، می گردد. بر اساس یافته های تحقیق تیپ مدیران نظام آموزش عالی با رویکرد سیاست زدگی بنا به اظهارات مصاحبه شدگان غالباً از نوع مدیران سوداگر و منفعت طلب و منفعل در برابر مناسبات قدرت است. تعداد کمتری از مدیران در قالب تیپ مدیران تطابق گر توصیف شده است که تا حدودی نقش انتقال دانش را در سازمان رقم می زنند.The politicization of higher education system managers with qualitative approach
Higher education system, by any definition; is also an administrative structure and how to deal with the political system and governance can be the source to great changes. Higher education systems interacting method with the political system and also the level of politicization, can effect the goals, mission, vision, and it’s functionality by creating a series of chain reactions.Politicization is a complex phenomenon, which most often manifests as polarization between politics and the bureaucracy. But some conditions increase the complexity of it and shows the ambiguity of multi-polarization.Distribution of political power prevents the establishment meritocracy in higher education and it’s mission and goals of higher education systems. Politicization of the bureaucracy not only by the central government, but also marked by the invisible power institutions that do not have a clear rule. A consequence of this trend is that more organizations frustration caused by the failure of "continuous demand for democratization"
