چکیده
مسئله عبارت است از تفاوتی که میان وضع موجود و وضع مطلوب امور وجود دارد. امّا اساساً چه اتفاقی رخ می دهد که ما در مواجهه با یک پدیده می گوییم این «مسئله » ی ماست؟ چه می شود که وقتی ما به چیزی نگاه می کنیم جرقه ای در ذهنمان ایجاد می کند که این جرقه برای فرد دیگری که به همان چیز نگاه می کند ایجاد نمی شود. آن چه بارقه های مسئله شناسانه را در ذهن ها ایجاد می کند «نظریه» است. هر نظریه ی فرهنگی یک معیار و هدف کلیدی به نام وضعیت مطلوب دارد و این وضعیت مطلوب را می تواند حدود و ثغور منافع، ایدئولوژی ها، نیازها وخواسته های فردی و اجتماعی تعریف و ترسیم نماید و آن چه که به صورت مستقیم یا غیرمستقیم مانع تحقق این وضعیت مطلوب می شود را «مسئله ی فرهنگی» می گویند. بنابراین این وضعیت مطلوب است که مشخص می کند چه چیزی مشکل و مسئله هست و چه چیزی مشکل و مسئله نیست. سوال اصلی این تحقیق این است که در جمهوری اسلامی ایران چه الگو یا مدل هایی برای شناخت مسائل در حوزه ی فرهنگ وجود دارد، چرا که بررسی الگوی مسئله شناسی در هر جامعه، مبیّن نوع نگاه به مسائل در یک نظام مبتنی بر نظریه فرهنگی خاص می باشد. مطالعه ادبیات علمی کشور، فقدان بررسی های نظری و در عین حال ناظر به عمل و واقعیت در زمینه ی مسئله شناسی فرهنگی را نشان می دهد و یک موضوع و یا رخداد فرهنگی بیش از آن که از دریچه ی یک الگوی دقیق رد شود و به مسأله ی فرهنگی تبدیل شود، از دالان برداشت ها و علایق شخصی فرد خط مشی گذار می گذرد و شکل مسأله ی فرهنگی به خود می گیرد. بدین منظور، این تحقیق با مطالعه موردی یکی از سازمان های فرهنگی بخش عمومی کشور و با استفاده از روش تحلیل مضمون، نمونه ای از الگوی مفهومی مسئله شناسی را پیشنهاد داده است. این الگوی سه وجهی نشان می دهد در این سازمان فرهنگی نوع نگاه به مسائل فرهنگی چگونه شکل می گیرد.Identifying Issues Model in the Policy-Making Process of Public Sector Cultural Organizations, Case study: Isfahan Municipality's Cultural, Social and Sports Organization
The problem is the difference between the current situation and the desired one. However, basically what happens when we are confronted with a phenomenon that we call "problem"? What happens when we look at something that creates a spark in our mind while it has not been the same for another person who is looking at the same thing? What creates problematic sparks in minds is "theory." Every cultural theory has a key criterion called the desired situation, and what directly or indirectly prevents the realization of this desirable situation would be called a "cultural problem." Therefore, it is desirable to determine what is problem and what is not problem. Examining the problem-solving model in any society reveals the way of looking at issues in a system based on a specific cultural theory. The study of the scientific literature of the (our) country shows the lack of theoretical studies and at the same time observes the practice and reality in the field of cultural issues that are focused on the cultural realities of Iranian society. This case study, by case study of one of the cultural organizations of the public sector of the country, and using the thematic analysis method, has proposed an example of the conceptual model of problematics. This three-dimensional model shows how the view of cultural issues is formed by this cultural organization. Also, a five-dimensional management conceptual model was drawn, which studies showed that all cultural issues in this organization follows these five aspects.
