Explaining the functional Components of third generation university in regional progress (Case studies of colleges, and scientific, research and technological centers in the Iranian oil industry)(مقاله علمی وزارت علوم)

Paying attention to special opportunities and trying to enumerate existing capabilities at the heart of regions by using the scientific and technological capacities available to them are some of the instances in which the shortfalls in development programs can be eliminated and the way can be paved for a balanced progress at the local level with the fair distribution of opportunities. To this end, a transition from first (Education oriented) and second (Education and research oriented) generation universities, towards third generation (3G) universities which, in addition to education and research, actively seek to impact society and the economy, is one of the most central issues which can bring about full scale, dynamic, and sustainable progress in the regions based on science and technology. As a first step in the present research, attributes in third generation universities impacting regional progress have been examined by studying the resources. Using the Delphi method and Shannon’s entropy, the mentioned components and their weight were examined based on the opinions of 63 well-known experts active in the national oil industry and specialists in universities, and research, science and technology centers affiliated to the industry. Twenty-eight basic components and six principal components were approved in the survey of experts. Of these, three were prioritized and given weight in the following order: 1) Formulating regional endogenous innovation and value creation ecosystems, 2) designing and implementing a regional skills, education, and training system, and 3) developing organizational capacities according to the new functions of regional universities.

Power as an institution, governance as structure and spatial organization is considered as an organizational tool in the service of the goals and aspirations of the institutions of power and governance structure. In this framework the spatial organization and geographic environment is a result of social organization (social, economic, political), and its natural and ecological system. Human authoritarianism can be the most fundamental strategies and mechanisms of social-biological will be considered in forming this relationship. This needs to be a strategy used by individuals and organizations, and apply to the exercise of power on the part of the space and its contents. The metropolitan centers are concentration of wealth, power, culture, and management and local, national and global forces. Therefore, special interest of organizations and the power forces to this phenomenon and the desire to intervene in the organization of functional, spatial can be expected in order to use most of the resources and opportunities. Urban society today is filled with many actors who each act according to their interests. Today the spatial function distribution can be considered the most important challenges of metropolitan governance. Thus, the efficiency and effectiveness of metropolitan governance structure depends on the acceptance of functional diversity in the metropolitan area and its reflection in the form of metropolitan governance. The new project of the government - the nation insisted on the unity and similarity more than difference and diversity. The emergence of multiculturalism as a political force is an indication of the failure of city project and future areas must to develop diversity and differences through democratic cultural pluralism. This paper presents an analytical method and aims to answer these questions: Whether it can be constructed such a regional city? What is the basic requirement for this a regional city? It seems principles of social justice (Principles that must fuse with the issues of planning and urban governance), such a difference and discrimination, citizenship, community and civic culture are minimum requirements to create a new system of urban civilization.

براساس بررسی های انجام شده از دیرباز توسعه متوازن و پایدار از جمله اهداف اساسی کشور بوده است. به طوری که با نوساناتی توجهاتی در سیاست گذاری ها و برنامه ریزی های توسعه قبل و بعد از انقلاب اسلامی به مقوله "توسعه منطقه ای" صورت پذیرفته است و به تعبیری از جمله مولفه هایی بوده اند که تحلیل اثرات آنها بر چهره پردازی نظام ملی در مقیاس خرد و کلان بسیار اهمیت دارد. اگرچه با مشاهده وضعیت کنونی، به نظر می رسد کیفیت زندگی مردم و سطح رفاه اجتماعی ایشان دستخوش نابرابری های عظیمی از منظر توزیع منابع مالی، زیرساخت ها و امکانات رفاهی شده است. بنابراین می توان گفت عدم توفیق برنامه ریزی توسعه منطقه ای و تقسیم کار فضایی، موجب افزایش نابرابری و فاصله در بین مناطق مختلف کشور شده است. بنابراین توجه به مغایرت های منطقه ای و غلبه کردن بر آن در سطوح توسعه هر یک از مناطق به منظور ایجاد ساختار منطقی در تقسیم کار و ایجاد انواع تخصص که با بهترین وجه وظایف توسعه ملی را برآورد سازند، ارتباط برنامه ریزی ملی با برنامه ریزی توسعه منطقه ای را بیش از پیش ضروری می نماید.
