Today, management requires a new approach in the areas of production planning and operations process with a cost management approach. Organizations and industrial units to lead their lives, by recognizing the impact points of the challenges ahead and positive impact, guide and lead them to advance the goals of the organization. Economic dispatching with particle swarm optimization algorithm approach is an approach in the field of industrial units. Dispatching tries to determine the share of production capacity in a way that optimizes the overall performance of the system economically and improve system performance, including: production and process planning, supply and demand balance, cost management, productivity growth, optimal allocation of resources according to the capacity of tanks, formulation of production and operational strategies, the impact on the strategic vision document. In this research, an attempt has been made to perform economic dispatching with the approach of particle swarm optimization algorithm with hypothetical information to measure the feasibility of implementation and its impact on the overall performance of the system and production process and operations.

This study aimed to develop Oil approaches affected by effective factors for the success of economy-based entrepreneurship in the Oil Industry. In other words, efforts were made to identify and prioritize the factors affecting the development of Oil approaches under the impact of effective factors for the success of economy-based entrepreneurship in the Oil Industry. A review of the previous studies in this field revealed that the factors affecting the development of Oil approaches affected by factors involved in the success of economy-based entrepreneurship in the Oil Industry were institutional, organizational, environmental, economic, technological and opportunity recognition criteria. The present research was applied in terms of goal and survey, cross-sectional regarding data collection method and time frame. The statistical population consisted of experts in the country’s oil industry system. In total, 16 individuals were selected from the central bank managers by purpose sampling. Data were collected using an expert questionnaire, and the fuzzy Delphi method was applied to ensure the validity of the identified indicators. In addition, the reliability of paired comparisons was assessed by calculating the incompatibility rates via the Gogus and Butcher method. In this regard, reliability was acceptable in all cases of less than 0.1. The ranking of key criteria showed that economic factors had of the highest importance, followed by institutional, environmental, organizational, opportunity recognition process, and technological factors.

Paying attention to special opportunities and trying to enumerate existing capabilities at the heart of regions by using the scientific and technological capacities available to them are some of the instances in which the shortfalls in development programs can be eliminated and the way can be paved for a balanced progress at the local level with the fair distribution of opportunities. To this end, a transition from first (Education oriented) and second (Education and research oriented) generation universities, towards third generation (3G) universities which, in addition to education and research, actively seek to impact society and the economy, is one of the most central issues which can bring about full scale, dynamic, and sustainable progress in the regions based on science and technology. As a first step in the present research, attributes in third generation universities impacting regional progress have been examined by studying the resources. Using the Delphi method and Shannon’s entropy, the mentioned components and their weight were examined based on the opinions of 63 well-known experts active in the national oil industry and specialists in universities, and research, science and technology centers affiliated to the industry. Twenty-eight basic components and six principal components were approved in the survey of experts. Of these, three were prioritized and given weight in the following order: 1) Formulating regional endogenous innovation and value creation ecosystems, 2) designing and implementing a regional skills, education, and training system, and 3) developing organizational capacities according to the new functions of regional universities.

In this descriptive qualitative research with case study research strategy, the Iranian oil industry innovation system in the form of adopting a structural and functional approach (systemic approach) in depth and in its natural context from the perspective of the participants studied. Based on theoretical framework that includes five systemic components of innovation system, actors and relationships between them have been identified. In order to ensure validity of the structure, multiple information sources (interviews, observations and document analysis) is used. Also to achieve external validity, previous theories have been used as the initial theoretical framework of the research. The absorption and development of strategic knowledge and technologies of the oil industry was introduced as the main function of the system and three sub-functions identified for it. Identifying 29 existing structural and functional challenges from the perspective of experts has complemented the understanding of this system. Finally, policy proposals are presented.

Southeast Asian countries have always been the focus of oil producers due to the increase in population and the trend of economic growth. In the last two decades, Indonesia has been prioritized as one of the new markets for Iran due to its high population and forecast to become the fifth largest economy in the world and the upward trend of energy demand. The purpose of this research is to investigate the capacities of Indonesia using the documentary library research method. Indonesia is a developing country and has an increasing economic and population growth trend, which is facing an increasing demand for energy. For this reason, this market is always the focus of major oil producers.The results of this research show that the refinery capacity of Indonesia's need for petroleum products in the form of joint venture or take-off method to create a sales chain in this country can increase its dependence on Iran. And as a result, more market share can be obtained and also the joint investment cooperation in the upstream development sector with Indonesian oil companies in the direction of developing its fields is also significant. The first question in this research is “what are the capacities of joint cooperation with Indonesia in the field of oil industry”, and the second question is “what are the capacities of joint cooperation between Iran and Indonesia in the field of oil industry?”
