The West's Attempt to Weaken Iran's Deterrence Power from JCPOA Entrance(مقاله علمی وزارت علوم)

The goal of countries in concluding treaties in international relations is to increase and ensure national security. Each country is trying to maximize its safety in the global environment. The Joint Comprehensive Plan of Action, abbreviated as "JCPOA," resulted from 12 years of negotiations between Iran and the West, which formalized, after being signed by the P5 + 1 countries and ratified by UN Security Council Resolution 2231. Political and legal experts have considered the effects of JCPOA and related resolutions, including Resolution 2231, on national interests from various dimensions. The present study aimed to analyze the West's attempt to reduce Iran's conventional deterrence power from JCPOA entrance. The main question is ‘In addition to restricting Iran's nuclear industry, what other goals did the United States pursue in JCPOA?’ The article hypothesizes that one of the goals of the US-led West has been to weaken Iran's conventional deterrence capability through JCPOA. This hypothesis is tested based on a deterrence strategy. Therefore, while proposing a deterrence strategy, the present study analyses JCPOA and its consequences (Resolution 2231) and its impact on the conventional deterrence capacity of the Islamic Republic of Iran. The result of this article is the confirmation of the hypothesis above

China’s increasing power as one of the most important revisionist powers has received different reactions from its neighbors and the dominant powers of the international system. In fact, China as a rising and revisionist power challenges the regional and hegemonic order. In such a situation, the deterrent actions exerted by the United States, as a hegemon of international system, seems to be natural. The present research is an attempt to study China’s reactions to foreign threats from the perspective of theories of International Politics and Foreign Policy Analysis. The paper enjoys a descriptive-analytical design with the application of the theory on the case. The data collection was made through the study of existing literature and virtual data. The findings of this study show that China's reaction to existing or potential threats can carry very different interpretations and analytical results from the perspective of different theoretical perspectives.

The defense strategies of each country are a response to regional and international threats. Countries that have historically been under threat and aggression are more concerned about their existential security than other states. Iran's defense system is influenced by its strategic culture in various ways. This political culture, which has been formed and changed by facing numerous threats and challenges, significantly impacts the national defense approach. For this reason, the issue of security and deterrence has been a vital issue for different governments in Iran. Since the Iranian Islamic Revolution, Islam has been the core of the country's security and defense policies. For this reason, understanding Islam's approach to the concept of defense and security in Iran's foreign policy is essential. Consequently, using the discourse analysis method, this research investigates the hidden meaning in the texts to analyze the concept of deterrence in the foreign policy of the Islamic Republic of Iran. This article examines the religious logic of deterrence in the Islamic Republic by evaluating the oral and written documents and fatwas of the supreme leader. The findings of this research show that the nature of Iran's defense strategy in the framework of Islamic thought is based on an active deterrence strategy against regional and international threats and maintaining its second-strike capability to prevent the risk of war against Iran.

Following the Islamic revolution, Iran has consistently faced threats from neighboring countries and major global powers. In response to Iran's revolutionary stance and its challenging position in the international arena, the United States has imposed significant arms and military sanctions aimed at curbing Iran's influence in the region. However, drawing from historical lessons, Iran has adopted a deterrence strategy to counter external pressures. To compensate for its relative conventional military weaknesses and maintain deterrence against adversaries, Iran has prioritized the development and production of missile capabilities. This study delves into the development of Iran's missile capabilities and their correlation with U.S. arms embargoes. It seeks to answer whether these sanctions have effectively contained Iran's regional influence. Employing a Trend Impact analysis methodology that utilizes library resources, we will explore the trajectory of Iran's missile industry development under sanctions. Furthermore, we assess the efficacy of these sanctions on Iran's defense capabilities and military structure. The research findings indicate that U.S. military sanctions have failed to achieve their intended objectives and safeguard the interests of the U.S. and its regional allies. Contrary to assertions, the sanctions have strengthened Iran's missile capabilities and regional influence, solidifying the country's position as a regional power in the international system.
