چکیده
سیاست گذاری امنیتی یکی از مهمترین بحث های امنیتی جمهوری اسلامی ایران می باشد و دلیل این امر هم این است که جمهوری اسلامی ایران، به عنوان کشوری با موقعیت جغرافیایی استراتژیک خاص خود، در دنیای معاصر همواره در معرض انبوهی از تهدیدات در سطوح مختلف قرار داشته است. آنچه بیش از هر چیز دیگر در سیاست گذاری امنیتی برای امنیت کشور و مقابله با تهدیدات لازم به نظر می رسد توجه به سیاست های نحوه مقابله با اینگونه تهدیدات در حوزه امنیتی می باشد. هدف از این پژوهش شناخت سیاست گذاری امنیتی با توجه به اسناد بالادستی جمهوری اسلامی ایران است که توسط مقام معظم رهبری ابلاغ شده است. پرسش اصلی آن است که سیاست گذاری امنیتی جمهوری اسلامی ایران با توجه به اسناد بالادستی چه میزان و تا چه درجه ای در مواقع بحران و تهدیدات کارساز و جواب گو به مسائل روز می باشد؟ روش استفاده در این کار پژوهشی روش کتابخانه ای و مطالعه منابع مکتوب در حوزه سیاست گذاری امنیتی در اسناد بالادستی می باشد و این پژوهش جزو پژوهش های کاربردی محسوب می شود و روش استفاده در تحلیل داده ها روش کیفی است. یافته های اولیه پژوهش حاکی از آن است که اسناد بالادستی جمهوری اسلامی ایران توجه ویژه ای به سیاست گذاری امنیتی در همه ابعاد دارد. سیاست گذاری امنیتی، امنیت ملی، تهدید و اسناد بالادستی مواردی است که در سند چشم انداز بیست ساله و قوانین توسعه از جمله قانون پنجم توسعه پرداخته شده استThe security policy of the Islamic Republic of Iran with an emphasis on upstream documents in the defense thought of Ayatollah Khamenei
Security policy making is one of the most important security issues of the Islamic Republic of Iran and the reason for this is that the Islamic Republic of Iran, as a country with its own strategic geographical position, has always been exposed to a multitude of threats at different levels in the contemporary world. Security For the security of the country and to deal with threats, it seems necessary to pay attention to the policies of how to deal with such threats in the field of security. The purpose of this research is to understand the security policy according to the top documents of the Islamic Republic of Iran, which were announced by the Supreme Leader. The main question is that according to the documents of the Islamic Republic of Iran, to what extent and to what degree is it effective and responsive to current issues in times of crises and threats? Security is used in upstream documents and it is considered as applied research, and the method used in data analysis is qualitative method. The preliminary findings of the research indicate that the upstream documents of the Islamic Republic of Iran pay special attention to security policy in all dimensions. Security policy, national security, threats and upstream documents are the things that are discussed in the twenty-year vision document and development laws, including the fifth law of development.
