چکیده
پدافند هوایی نقش تعیین کننده ای در پیروزی در صحنه نبرد امروزی ایفا می نماید. در این بین، دکترین پدافند غیرعامل در پدافند هوایی از اهمیت بسیار بالایی برخوردار است. از این رو، پژوهش حاضر در پی تبیین دکترین پدافند غیرعامل با رویکرد پدافند هوایی (اصول و الزامات اساسی) مبتنی بر روش آمیخته بوده است. گردآوری داده ها به روش کتابخانه ای و با استفاده از مطالعه اسناد و مدارک و میدانی انجام شده است. نمونه آماری خبره ی انتخابی به تعداد 11 نفر جهت مصاحبه، از بین صاحب نظران موجود در تخصص های حوزه ی پدافندغیرعامل، پدافندهوایی و دکترین نظامی دارای سابقه ی خدمت در مشاغل راهبردی، فرماندهی و ستادی و در جایگاه شغلی سرلشکری به بالا و همطراز آن در سطوح سازمان های کشوری جایگاه 19 به بالا بوده است. همچنین نمونه آماری برای مرحله پرسشنامه از بین فرماندهان، مسئولان نظامی و غیرنظامی مربوط به پدافند عامل، پدافند غیرعامل در سطح نیروهای مسلح، کشور و سازمان های مرتبط که دارای ویژگی های مشخصی بودند، انتخاب شد. تجزیه و تحلیل داده ها به روش نظریه پردازی داده بنیاد و در سه مرحله کدگذاری باز، محوری و گزینشی انجام شد. نتایج پژوهش منتج به تبیین هشت اصل دکترین پدافند غیرعامل با رویکرد پدافند هوایی اعم از، اصل آمادگی، چابکی، تاب آوری، مبهم سازی، مصمون سازی، اشراف اطلاعاتی، آمایش دفاعی و بازدارندگی شد. همچنین الزامات اساسی برای هریک از اصول به تفکیک مشخص گردید. نتایج بخش کمی نیز نشان داد، اصل بازدارندگی، اشراف اطلاعاتی و مصون سازی بیشترین اهمیت را در بین سایر اصول دکترین پدافند غیرعامل با رویکرد پدافند هوایی داشته اند.Passive defense doctrine based on air defense approach (principles and fundamental requirements)
Air defense plays a decisive role in victory in today's battle scene. Meanwhile, the doctrine of passive defense is very important in air defense. Therefore, the current research was based on the explanation of the doctrine of passive defense with the approach of air defense (principles and basic requirements) based on a mixed method. Data has been collected by library and field method. 11 people selected as a sample for the interview among experts in the field of passive defense, air defense and military doctrine, who serving in strategic, command and staff jobs as well as position of major general and above and equivalent in the public organizations. In addition, the statistical sample for the questionnaire was selected from commanders, military and civilian officials related to active defense, passive defense at the armed forces, the country and related organizations. Data analysis was done by Grounded Theory and in three stages of open, axial and selective coding. The results led to eight principles of the doctrine of passive defense based on air defense approach, namely, readiness, agility, resilience, obfuscation, immunization, intelligence aristocracy, defense training and deterrence. More therefore, the basic requirements for each principle were determined separately. Quantitative results showed the principle of deterrence, intelligence aristocracy and immunity are the most important among other principles.
