چکیده
در این پژوهش، با هدف شناسی کاربردی-توسعه ای و با روش شناسی توصیفی- تحلیلی تلاش شده است تا به تحلیل چالش ها و نارسایی های موجود در ساختار طرح ریزی توسعه شهری از نگاه رویکرد برنامه ریزی راهبردی در کلان شهر اهواز پرداخته شود. بنابراین دو سؤال اصلی پژوهش به صورت ارزیابی چگونگی اولویت چالش های مراحل ساختاری طرح ریزی راهبردی در کلان شهر اهواز و چگونگی تأثیر این مراحل بر تحقق پذیری رویکرد راهبردی در طرح ریزی توسعه شهری در کلان شهر اهواز می باشد. جامعه نمونه پژوهش 60 نفر از کارشناسان و متخصصان مرتبط با موضوع پژوهش می باشد. برای جمع آوری داده ها به روش دلفی هدف مند و پیمایشی به صورت ابزار پرسش نامه اقدام شده است. نتایج به دست آمده نشان می دهد که اولاً بر اساس نتایج مدل فازی مرحله ساختاری تهیه طرح ها با توجه به چالش های شناسایی شده دارای بیشترین اولویت برای بهبود شرایط در بین مراحل ساختاری هشت گانه رویکرد راهبردی در کلان شهر اهواز می باشد و ثانیاً با توجه به نتایج مدل معادلات ساختاری AMOS مرحله سیاست گذاری دارای تأثیر معناداری در راستای تحقق رویکرد برنامه ریزی راهبردی در فرایند طرح ریزی توسعه شهری در کلان شهر اهواز می باشند.Structural Challenges of Urban Development Planning from the Viewpoint of Strategic Approach: Priorities and its Effects in Ahvaz Metropolis
In this research, with the purpose of applied-development and with descriptive-analytical methodology, efforts have been made to analyze the challenges and deficiencies in the design of urban development from the viewpoint of strategic planning approach in Ahwaz metropolis. Therefore, two main questions of the research are evaluated as the priority of the challenges of the strategic planning stages in the Ahwaz metropolitan area and how these steps affect the realization of the strategic approach in urban planning in Ahvaz metropolitan area. The sample population of the research is 60 experts and experts related to the research topic. A questionnaire was used to collect data using a targeted Delphi method. The results show that firstly, based on the results of the fuzzy model, the structural phase of the design of the projects according to the identified challenges has the highest priority for improving the conditions among the eight strategic stages of the strategic approach in the metropolitan area of Ahvaz. Secondly, according to the results of the model of structural equations of AMOS, the policy making stage has a significant effect on the implementation of strategic planning approach in the process of urban development planning in Ahvaz metropolis.
