چکیده
نهادگرائی نئولیبرال وظیفه نهاد ها و سازمان های بین المللی و منطقه ای را تعدیل آنارشی و توسعه همکاری بین اعضا و حل و فصل مسالمت آمیز منازعات و بحران های بین المللی می داند؛ اما نگاهی به عملکرد نهادها در بحران های بین المللی به وضوح نشان می دهد که در عمل و نه در تئوری حق با نئورئالیست ها می باشد که بر این باورند نهادهای بین المللی و منطقه ای تنها پدیده های سیاسی هستند که بازتابی از اهداف و منافع بازیگران قدرتمند می باشند و کارآمدی آنها به شدت به این اصل کلیدی وابسته است که اهداف آنها با منافع قدرت های بزرگ در یک راستا و همسو باشد. برای آزمون این فرضیه در پژوهش حاضر، بحران سوریه به طور موردی بررسی می شود. مدعای پژوهش پیش رو درباره بحران سوریه این است که تعارض منافع قدرت های بزرگ در شورای امنیت و همچنین قدرت های منطقه ای حاضر در اتحادیه عرب درباره بحران سوریه علت اصلی شکست سازمان ملل و اتحادیه عرب در مدیریت مسالمت آمیز بحران سوریه بود. روش پژوهش توضیحی و تبیینی با راهبرد قیاسی و گونه کاربردی می باشد.The Role of International and Regional Institutions in Managing International Crises: Case Study The Syrian Crisis
Neoliberal Institutionalism sees the task of International and Regional Institutions and organizations as moderating anarchy and developing cooperation between members and the peaceful resolution of international conflicts and crises; But look at the performance of Institutions in International crises clearly shows that in practice, not in theory, Neorealists are right that international and regional institutions are just political phenomena that reflect the goals and interests of powerful actors And their effectiveness depends heavily on the key principle that their goals are in line with the interests of the great powers.To test this hypothesis in the present study, The Syrian crisis is being studied as a case study. The ongoing research on the Syrian crisis claims that the Conflict of interests between Great powers in the Security Council And also the regional powers in the Arab League on the Syrian crisis was the main reason for the failure of the UN and the Arab League to manage the Syrian crisis peacefully.
