چالش کاوی بهره گیری از دانش آینده پژوهی در چرخه سیاست گذاری فرهنگی؛ با رویکرد داده بنیاد (مقاله علمی وزارت علوم)

چکیده
یکی از موضوع های مطرح در مطالعات سیاست گذاری، استفاده از رویکردهای آینده نگرانه و بهره گیری از دانش و ابزار آینده پژوهی است. این مبحث مورد اجماع است که اگر مطالعات سیاست گذاری بدون تکیه بر رویکردهای آینده نگرانه صورت گیرند، خلأ ها و نقصان های متوالی بر چرخه سیاست گذاری پُرتکرار می شود. این مسئله در سیاست گذاری فرهنگی به واسطه اهمیت مقوله فرهنگ و با توجه به لایه ای بودن عدم قطعیت ها و متغیرها پُراهمیت تر است؛ بااین حال در ارتباط بین دانش آینده پژوهی و سیاست گذاری همواره چالش هایی وجود داشته که بستر بهره گیری سیاست گذاری از آینده پژوهی را نامتوازن ساخته است. هدف این نوشتار، بررسی چالش های بهره گیری از دانش آینده پژوهی در چرخه سیاست گذاری است و این سؤال اصلی مطرح است که چه چالش هایی در روند بهره گیری از دانش آینده پژوهی در چرخه سیاست گذاری فرهنگی وجود دارد؟ برای پیشبرد پژوهش از روش کتابخانه ای و روش کیفی مصاحبه عمیق و نظریه داده بنیاد بهره گرفته شده است. این پژوهش با رویکرد کاربردی نگارش شده است که بر اساس یافته های آن، چالش های بهره گیری از دانش آینده پژوهی در بستر سیاست گذاری بیش از آنکه مربوط به سطوح نهادی و سیاسی باشد مربوط به عدم نهادینگی علمی آینده پژوهی است که مستقیم و غیرمستقیم با مؤلفه فرهنگ آموزشی در ارتباط است. به عبارتی موضوعهای مرتبط با فرهنگ آموزشی و علمی بیشترین سهم چالش انگیزی را در روند بهره گیری از دانش آینده پژوهی در عرصه سیاست گذاری فرهنگی را دارا هستند.The challenge of exploring the use of future research knowledge in the cultural policy cycle with a grounded theory approach
One of the topics discussed in policy studies is the use of future-oriented approaches and the use of future research knowledge and tools. It is a matter of consensus that if policy studies are done without relying on future-oriented approaches, successive gaps and deficiencies in the policy cycle will become frequent. This issue is more important in cultural policymaking due to the importance of the category of culture and due to the layered nature of uncertainties and variables. However, there have always been challenges in the relationship between the knowledge of future research and policy making, which has made the platform for policy making use of future research unbalanced. The purpose of this article is to examine the challenges of using future research knowledge in the policy cycle, and the main question is what challenges are there in the process of using future research knowledge in the cultural policy cycle?To advance the research, the library method and the qualitative method of in-depth interviews and the data theory of the foundation have been used. This research has been written with a practical approach, based on its findings, the challenges of using futures research knowledge in the context of policymaking are more related to the lack of scientific institutionalization of futures research than it is related to the institutional and political levels, which is directly and indirectly related to the educational culture component It is related.
