چکیده
با توجه به جایگاه مشارکت در مدیریت شهری توجه به این مفهوم، لازم و ضروری هست. مدیریت شهری در ایران در رابطه متقابل و ارگانیک با برنامه ریزی شهری نیست. متأسفانه در کشور ما اکثر اقدامات مدیریت شهری، از بالا و از بیرون انجام شده که اکنون نیاز به حرکتی از پایین و از درون، برای بومی شدن آن هاست. حال با توجه پتانسیل ها و همچنین چالش های پیش روی مشارکت مردم در ایران و وجود اشخاصی همچون علامه طباطبائی که در این زمینه اظهار نظر جامع و کاملی دارند؛ می توان از وجود چنین افرادی برای بومی سازی مفهوم مشارکت در ایران بهره جست. در این مقاله سعی گردیده است تا مفهوم مشارکت در مدیریت شهری را از نظریات علامه طباطبائی تبیین نمود. به همین منظور ابتدا به تحلیل و بررسی نقش مشارکت در مدیریت شهری پرداخته ایم و در ادامه به تبیین نظریات علامه طباطبائی در مورد مشارکت شهروندان و نقش آنان در حکومت از نظر علامه طاطبائی اشاره کرده ایم. سپس نقش حکومت در جامعه اسلامی را بیان شده است و به این نتیجه رسیده ایم که از دیدگاه علامه طباطبایی نه تنها شهروندان می توانند در مدیریت شهر نقش داشته باشند، بلکه مردم نسبت به مدیریت شهری دارای حق هستند و به گونه ای وظیفه شرعی و الهی مردم و شهروندان است که در مدیریت شهری نقش داشته باشند. به عبارتی دیگر اگر مردم به صورت مستمر در مدیریت شهری نقش نداشته باشند وظیفه دینی و شرعی خود را انجام نداده اند.Citizen Participation in Urban Management according to Allameh Tabataba'i's View
