چکیده
از آنجا که در کشور ما رشد سریع شهرنشینی و تقلید ناقص از شهرسازی دوران مدرنیته و برنامه ریزی شهری برون زا به انبوهی از نابسامانی و معضلات شهری انجامیده، ضرورت داشته تا با شناخت علل نابسامانی به تلاش برای جستجوی راه علاج همت گمارده شود . این جستجو، از رهگذر شیوه های مدرن و آزموده شده مدیریت نوین میسور بوده که یکی از این شیوه ها که برآمده از حکمروایی شایسته شهری است و به عنوان ابزاری در جهت تحقق آن به کار می رود، "مدیریت یکپارچه شهری" است. لذا پژوهش حاضر با هدف بررسی سیر و روند تعریف و تفسیر مدیریت یکپارچه شهری و جایگاه آن در مدیریت شهری کشورمان و ضمن مرور بر نمونه های عملی سایر مناطق جهان، به واکاوی ضرورت هایی که مدیریت یکپارچه شهری را به عنوان راهکاری اجتناب ناپذیر در مدیریت شهرها مطرح می سازد، پرداخته است. روش تحقیق در این پژوهش روش توصیفی – تحلیلی بوده که دارای جنبه کاربردی می باشد. گردآوری اطلاعات نیز به روش کتابخانه ای انجام گرفته است. نتایج حاصل از مطالعات نشان داده که در شهرهای ایران مدیریت یکپارچه شهری تحقق نیافته، از طرف دیگر تشریک مساعی نهادی(هم افزایی نهادی) بعنوان پیش شرط پیاده سازی مدیریت یکپارچه در حال حاضر نامناسب بوده لذا غلبه بر انواع تفرق و پراکندگی موجود به عنوان یکی از ضرورت های مدیریت یکپارچه شهری مطرح شده است.Integrated urban management and analysis of its necessities in Semnan city
Since in our country the rapid growth of urbanization and incomplete imitation of the urbanization of modernity and urban planning extraneous to a host of urban disasters and problems, it is necessary to identify the causes of disruption to try to find ways to cure. This search is through "modern" and "tried-and-tested" modes of modern management of Mysore, one of which is derived from decent urban governance and is used as a tool for its realization, "integrated urban management". Therefore, the present study aims at studying the process of defining and interpreting integrated urban management and its position in the city's management of our country, while reviewing the practical examples of other regions of the world, to explore the necessities of integrated urban management as an inevitable solution to urban management. Poses. The method of research in this research is descriptive-analytic method which has a practical aspect. Data collection is done in a library method. The results of studies have shown that unified urban management in cities of Iran has not been realized; on the other hand, institutional partnership (institutional coherence) as a prerequisite for the implementation of integrated management is inadequate at present, thus overcoming the existing types of dispersion as one The need for integrated urban management has been raised.
