چکیده
به روشنی می توان اذعان نمود که امروزه بحرانها چه در حوزه های طبیعی و چه اجتماعی یکی از مسایل جدی محسوب گردیده و نیازمند اقدامی عامل در تدبیر آنهاست هر گونه تخلف و سهل انگاری در مواجهه با بحرانها می تواند پیامدهای خطرناکی را برای جامعه بشری به دنبال داشته باشد از این رو بسی عوامل پدید آیی بحران برای کلیه نظام های سیاسی،سازمانهای فعال و بخش های دولتی و غیر دولتی و حتی خانوادگی و فردی حائز اهمیت است. موضوعاتی همچون مدیریت بحران و نحوه مواجهه با چالشهای آن از موضوعات نوین عرصه مدیریت بوده که هر کشور برای حرکت در مسیر توسعه نیازمند آن است. یکی از شرایط بروز بحران های امنیتی انتظامی بی توجهی به اشراف اطلاعاتی و انتظامی در برقراری نظم و امنیت در سطح جغرافیایی محلی و ملی است که در این مقاله به بررسی علل نظری بروز بحران از سطح محلی به ملی و تبدیل آن به یک تهدید اجتماعی و عوامل موثر در پیوستگی مردم و گروه های اجتماعی به سمت تشدید بحران با تاکید بر بحران های قومی مورد بررسی قرار گرفته است.Crisis police management and the role of intelligence and police awareness in crisis management
It can be clearly said that today, crisis both in natural and social fields are considered serious and should be dealt with practically. Any carelessness and negligence in regard to crisis can lead to dangerous and devastative consequences in human society. Hence, factors creating crisis are of great importance for all political systems, active organizations, governmental and non-governmental departments and even families and individuals.
Issues like crisis management and the way to handle its challenges are of modern issues of management and all countries need them for development.
One of the reasons of police-security crisis is lack of attention toward intelligence and police awareness in both national and local level. Here the researcher, stressing ethnic crisis, aims to study the theoretical reasons of crisis occurrence from local to national level, crisis change to a social threat, and crisis intensifying factors.
