چکیده
جنگ نرم اصطلاح جدیدی است که در مقابل جنگ های متداول پیشین به کار می رود. در جنگ نرم، با توسل بر ابزارها و شیوه های مختلف و نوین از جمله با راه اندازی جنگ نرم، سعی می-شود پیروزی بر حریف، بدون لشگر کشی و خونریزی، تحقق یابد. دشمنان جمهوری اسلامی ایران، از ابتدای پیروزی انقلاب درصدد براندازی نظام نوپای اسلامی برآمده و تمام شیوه های سخت و نرم راآزموده اند. یکی از این شیوه ها ایجاد بدبینی و جدایی بین ارکان نظام و مردم می باشد. جوامع منظم در کلیه دوران ها برای اجرای قوانین و مقررات و جلوگیری از تقابل با این قوانین و برای تسلیم متخلفان به دستگاه قضایی مامورانی در اختیار داشته اند، بنابراین این موضوع پلیس و وجود نیرویی برای حفظ و امنیت مسئله تازه ای نیست. اما در هر دوره این نیرو تکامل بیشتری پیدا کرده تا در نهایت به پلیس امروز با تمامی خصوصیات ویژه خود تبدیل شده است. شاخص ترین این خصوصیات تماس مداوم و برخورد و تعامل و ارتباط دوسویه با مردم از مهم ترین دغدغه های هر سازمانی و تشکیلاتی است که این خود به دلیل نقش بنیادین و بی بدیل نیروی-انسانی به عنوان عامل راهبردی و کلیدی در ساختار هر سازمان و برای به انجام رسانیدن بهینه ماموریت های محوله و توفیق درنیل به اهداف مورد نظر و از پیش تعیین شده می باشد. عملکرد غیر اصولی نیروی انتظامی که با هدف ایجاد نظم و امنیت تاسیس گردیده است، می تواند به عنوان ابزار تبلیغاتی در راه اندازی جنگ نرم مورد بهره برداری قرار گیرد. رفتار پلیس و چگونگی برخورد او با مراجعه کنندگان تاثیر عمیقی بر نگرش افراد به سازمان پلیس و کارکنان آن دارد. میلتن برگر رفتار را چندیی می داند که افراد انجام می دهند یا بیان می کنند. به اعتقاد وی چون رفتار، اعمال هر فرد را در بر می گیرد، یک ویژگی یک ویژگی پویاست. بنابراین چون کارکنان پلیس به طور مداوم با مردم تماس داشته و در مرکز ثقل نگاه افراد قرار دارند، سازمان باید به طور مداوم رفتار و عملکرد خود را تحت کنترل داشته و با آسیب شناسی رفتار و حذف ناهنجاری ها در جلب اعتمادعمومی کوشا باشد. اعتماد و جلب اعتماد از جمله مفاهیم بنیادی است که به واسطه تحولات جهان مدرن، لزوم توجه به آن بیشتر شده است. اعتماد، اطمینان به قابلیت یک شخص یا سیستم است که بیانگر پاکدامنی، ایمان به مردم، آرامش و نقش های بر عهده گرفته شده از سوی کنشگران اجتماعی است. مسئولان و دست اندرکاران سازمان ضمن هوشیاری، آگاه سازی کارکنان، باید اقدامات مقابله ای و آفندی در این زمینه را نیز به کار گیرند. در این مقاله با مرور بر نظریات و دیدگاه های مختلف، ترفندها و شگردهای دشمنان نظام در حوزه جنگ نرم شناسایی و راهکارهای لازم در خصوص مقابله با آن بررسی گردیده است.Role of NAJA in Passive Defense against Soft War (confidence building)
Soft War is a new term used against previous conventional wars. In Soft War using different strategies and tools including establishing Soft War, it is endeavored to win against an enemy without marching an army or killing a person. Enemies of Islamic Republic of Iran tested various methods to defeat us including Soft and Hard wars since the starting days of the revolution. One of these methods is establishing pessimism and separation between pillars of the system and people. Organized communities in all eras had agents to implement rules and regulations, prevent any conflicts with these rules and regulations, and to surrender offenders to justice. Hence, this subject of law enforcement and existence of and authority to maintain security is not a new matter, although this authority evolved in different aspects until it got the form of the modern police with its specific characteristics. The boldest of these characteristics are constant contact and interaction with people in a two-way manner. This characteristic is one of the main concerns of any organization which itself has its significance mainly as a solution in structure of every organization and is one of the bases of completing given missions and achieving intended goals. Non-normative performance of police, which has established to by the aim of making order and security, can be used as a promotional tool in starting Soft War. Police behavior and the way of its encountering with people have a great influence on attitude of people and staff toward this organization. Milton Berger believes that behavior is what people do or say. According to him, since behavior includes everyone's actions, it is a dynamic characteristic. So, because the police staff behavior is constantly in connection with people, the organization should monitor its staffs' behaviors and try to fix any abnormalities in order to gain the trust of people. Trust and gaining it are the most basic concepts which have gained more importance due to changes of the modern world. Trust is having confidence in capabilities of a person or system which represents virtue, faith in the people, peace and roles undertaken by social activists. Authorities and assistants of the organization should do offensive countermeasures in this field while mandating caution. In this article, by reviewing different views and ideas, tricks and methods of the country's enemies in the field of Soft War have been analyzed and proper actions to encounter it has been investigated.
