بررسی علل فرار از خدمت کارکنان وظیفه در فرماندهی انتظامی استان سمنان

چکیده
در این تحقیق سعی شده ضمن شناسایی علل بروز جرم فرار از خدمت در کارکنان وظیفه فرماندهی انتظامی استان سمنان، به بررسی این علل وعوامل پرداخته شود. در این رابطه به مواردی همچون طیف درجات، سنوات خدمتی، یگان خدمتی در زمان وقوع جرم، شرایط روحی، جسمی، مالی و خانوادگی مجرم و دیگر مولفهها نیز توجه گردیده و نسبت به تعیین سهم هر یک از این عوامل با استفاده از نظرات فرد مرتکب و کارشناسان اقدام شده و در پایان نیز با استفاده از همان نظرات، راهکارهای اجرایی در راستای کاهش این جرم با توجه به امکانات و مقدورات سازمانی پیشنهاد گردیده است. از اینرو با بررسی مبانی جرم شناسی، اشاره به مستندات قانون مجازات جرایم نیروهای مسلح و شناسایی علل و عواملی که به نظر میرسد در بروز جرم فرار از خدمت موثر باشد، پرسشنامهای تهیه و به آزمون گذاشته شد. پس از تایید روایی و پایایی توسط نرمافزار آماری، پرسشنامه مذکور به مرحله اجرا درآمده و نتایج آن مورد تجزیه و تحلیل قرار گرفت.The Cause’s Desertion of Duty Personnel in the Province Police Commander
In this study, we have identified the causes of the mass desertion of duty personnel police commander in the province, to investigate the reasons addressed. In this regard, such as the range of levels, years of service, service unit at the time of the crime, the emotional, physical, financial and family were considered criminals and other components and to determine the contribution of each of these factors and the opinions of the perpetrator and experts in action in the end, using the same ideas, strategies to reduce the administrative charges due to organizational features and capabilities offered. Thus the foundations of criminology, criminal law offenses are referred to the documents of the armed forces and identify the causes and factors that seem to be effective in causing mass desertion; a questionnaire was prepared and tested. After confirmation of the validity and reliability by statistical software, questionnaire carried out and the results were analyzed.
