بررسی تاثیر عملکرد سازمانها و نهادهای اجتماعی و جلب مشارکت همگانی در پیشگیری از جرم

چکیده
امنیت مبنای نظم و استقلال و حاکمیت همهی کشورها است و از جمله بنیادی ترین اموری است که حکومتها مکلف به بر قراری آن در سطح جامعه هستند. بدون وجود امنیت در جامعه سخن گفتن از استقلال و آزادی و حقوق شهروندی بی معنا می باشد. مهم ترین روش استقرار امنیت در جامعه کاهش جرائم و زمینه های بروز آن می باشد. در جوامع اولیه یکی از راه های مقابله با جرم واکنش شدید و مجازاتهای سنگین برای مجرمین بوده است. نخستین نسل از این تدابیر و روشها توسل بر اعمال سرکوبگرانه و اعمال پیشگیری غیر کیفری به منظور کاهش نرخ جرم و برقراری نظم و امنیت نسبی مورد دقت نظر جوامع قرار گرفته است. در واقع توجه ویژه به حقوق بشر در دوران کنونی کاربرد نسل نوینی از تدابیر پیشگیرنده غیر کیفری و پیش گیرنده کیفری را امکان پذیر نموده است. از آن جایی که وجود جرم در جامعه تمامی نهادهای اجتماعی و فردی را درگیر خود می کند، پیشگیری از آن هم باید به صورت اجتماعی و با مشارکت و همکاری تمامی نهادها صورت بپذیر. مسالهای که امروزه جامعهی فعلی به آن مبتلا میباشد عدم مداخلهی نهادها و سازمان های اجتماعی در فرایند پیشگیری از جرم می باشد و به واقع نیروی انتظامی جمهوری اسلامی ایران در این فرایند پیشگام و سایر نهادها کارهای اولیه در پیشگیری از جرم توسط این نهاد را به خوبی احصاء و میتواند در اختیار سایر سازمانها قرار بگیرد. تحقیقات و تجربه نشان داده است که راهکارهای فرهنگی و اجتماعی در پیشگیری از جرم بسیار موثرتر از راههای عملیاتی و سرکوب گرایانه میباشد. در این مقاله سعی شده با توجه به تجربیات گوناگون به بررسی سهم سازمانهای دیگر و تاثیر عملکرد آنها بر فرایند پیشگیری از جرم پرداخته شود.The Effect of the Performance of Organizations and Social Institutions and Public Participation in Crime Prevention
