منظر شهری و ارتباط فرهنگی با رویکرد انتظامی پدافند غیرعامل (مطالعه موردی: محله های هاشم آباد و قیام دشت شهرداری منطقه 15 تهران)

چکیده
چشم اندازهای فرهنگی یکی از مهمترین عوامل نهادینه کردن فرهنگ پدافند غیرعامل محسوب می گردند، در این مقاله به انجام یک پژوهش علمی با روش مقایسه ای بین دو محله هاشم آباد و قیام دشت به صورت مقدماتی از دیدگاه منظر شهری با رویکرد انتظامی پرداخته ایم. ناهماهنگی بین ابعاد و ارتفاع ساختمان ها، استفاده از الگوهای طراحی و مصالح و رنگ معابر متفاوت و ناهمگون در عناصر دخیل در سیمای شهر، نماهای ساختمان های مغشوش و ناهمخوان با یکدیگر، کوچه های تنگ و باریک از جمله مصادیق این موضوع هستند که چهره ای نازیبا و آشفته بهاین محلات بخشیده از طرفی در زمان بحران و جنگ به ویژه بمباران هوایی تخلیه جمعیت با مشکل رو به رو خواهد شد و یک درهم تنیدگی و ازدحام و سردرگمی ایجاد خواهد شد کما اینکه در زمان حمله هوایی عراق به تهران شاهد این مسئله بودیم. لذا توجه به این امر خود می تواند از مصادیق پدافند غیر عامل و شهر سازی باشد، از طرفی انواع جرم و جنایت های متعدد را نیز به واسطه همین فضای نامناسب جغرافیایی در دل خود جای داده است. و به نوعی دیگر نه تنها سلامت روانی فرزندان و شهروندان این محله را با مخاطرات جدی رو به رو ساخته است بلکه به عبارت دیگر باعث جرم خیزی منطقه نیز گردیده است که این خود در هنگام بروز بحران و جنگ مشکلات را دوچندان می کند و یک نوع آنارشیست منطقه ای به وجود می آید.Urban Landscape and Cultural Contact with Regulatory Approach of Passive Defense (Case Study: Hashem Abad andGhiyam Dasht of Tehran 15 region)
One of the most important factors in institutionalized culture is passive defense. In this research, there is a comparison between two neighborhoods of Hashem Abad and Ghiyam Dasht considering the preliminary view of the urban landscape. The Discrepancy between the size and height of buildings, the use of different design patterns, materials, pathway’s colors in the appearance of the elements, and building facades, confusing and inconsistent building landscapes, and the narrow alleys are of those elements that give the neighborhoods an ugly landscape. On the other hand, especially in times of crisis and war bombing, the evacuation of population will be difficult and will create a tangled confusion and congestion thus in air invasion of Iraq to Iran, in Tehran we were witnessing. Therefore it can be an examples of passive defense and urbanization. Many other types of crime will be created through the same inappropriate geographical space. Not only the mental health of children and the citizen of the city will be in danger, but also there will be more crimes in the area and this will be doubled at the time of wars and crisis which lead to a kind of regional anarchist.
