شناسایی و الویت بندی عوامل موثر بر وقوع جرم در محلات شهر سمنان

چکیده
زمینه: امروزه بخش کثیری از جمعیت کشور در شهرها ساکن شده اند به موازات افزایش جمعیت شهری و به تبع آن گسترش کالبدی نواحی شهری، جرم و جنایت گسترش پیدا کرده و گربیان گیر جامعه عظیم شهری شده است. عدم توجه به این معضل (افزایش جرایم) به صورت علمی و منطقی می تواند منجر به آسیب ها و زیان های جبران ناپذیری برای شهرها باشد. عوامل محیطی مؤثر بر وقوع جرم (موقعیت قرارگیری محله، کارکرد محله، اندازه و وسعت محله، شرایط فیزیکی محله). عوامل فرهنگی موثر بر وقوع جرم (تهاجم فرهنگی، فرهنگ خانواده، گسترش شبکه ها و باندهای فساد و فحشا). یافته ها: عوامل اقتصادی موثر بر وقوع جرم (فقر و بیکاری، رشد تورم و گرانی، میزان درآمد خانوار، وجود مشاغل کاذب، هزینه های معیشتی و قیمت مسکن). عوامل اجتماعی موثر بر وقوع جرم (ناهنجاری های اجتماعی، سطح سواد، تعارض بین نسل ها، تراکم جمعیت، وجود قومیت ها و نژادهای مختلف). عوامل کالبدی: (عدم برخورداری از امکانات): مراکز انتظامی، ورزشی و تفریحی، مراکز فرهنگی و آموزشی، اماکن تجاری مورد نیاز، مراکز بهداشتی و درمانی). نتیجه گیری: لذا در این مقاله با یک نگرش سیستمی و جامع نگر، عوامل موثر بر وقوع جرم در محلات شهر سمنان را با استفاده از نظرات کارشناسان و خبرگان، بررسی و ارزیابی و در نهایت با روش Ahp الویت بندی نماییم.Identifying and Prioritizing Factors Affecting Crime in Semnan
Nowadays, a large part of countries’ population are living in cities and along with the increase of urban populations and consequently the physical expansion of urban areas, crime has become more widespread and massive in urban society. Lack of attention to this problem (increasing crime), scientifically and logically can lead to irreparable damage and losses caused to the city. This article is about to evaluate the role of all indicators based on each other. Environmental factors affecting crime are location of neighborhood, neighborhood function, the size and extent of the neighborhood, and the physical condition of the neighborhood. Cultural factors affecting crime are Cultural assault, Family Culture, and development of gangs, corruption and prostitution groups. Economic factors affecting crime are poverty and unemployment, inflation and expensive, family income, false employment on income and expenses and housing prices. Social Factors that influence the occurrence of crime are social disorders, literacy, the conflict between generations, population density, and different ethnicities and races. Physical factors (lack of facilities) are Disciplinary, Sport and Recreation centers, educational and cultural centers, needed business places and health centers. Therefore, this paper using a systematic and holistic approach, identifies and prioritize the factors affecting crime in the city of Semnan, using the expert opinions and expert evaluation and finally the method of Ahp.
